Background
World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse and Manatuto. Our vision is to nurture healthy children and empowered youth for resilient and thriving communities.
Purpose
World Vision Timor-Leste (WVTL) is seeking a qualified service provider to deliver Air Conditioning (AC) and Generator Maintenance Services for WVTL.
Scope of Work
The service provider is required to travel to the following World Vision office locations:
- Dili
- Aileu
- Baucau
- Bobonaro
- Covalima
- Oecusse
The service provider shall perform the following:
Air Conditioner (AC) Maintenance Services:
- Routine AC servicing (Cleaning, Chemical wash, filter cleaning)
- Gas refilling and leak testing
- Repair compressors, fan motors, controllers, and electrical components
- Replacement of damage parts
Generator Maintenance Services:
- Routine Inspection
- Preventive Maintenance
- Repairs and Troubleshooting
- Emergency/Breakdown Support
- Spare Parts and Consumables
- Reporting and Documentation
Required Qualifications
- Legally registered business in Timor-Leste (SERVE Certificate)
- Minimum of 2 years of proven experience in Air Conditioner (AC) and Generator Maintenance Services
- Availability of qualified and certified technicians
- Access to adequate tools, equipment, and diagnostic systems
- Ability to respond to emergency repair requests
- Ability to provide a service warranty for AC parts, generator parts, and labor
- The supplier must have a company bank account
- The provider must be willing to accept monthly credit payments and payments through bank transfer
- The supplier must pass the Blocked Party Screening (BPS) process before signing the agreement
- The company must sign World Vision Child and Adult Safeguarding Behavior Protocols before or upon signing the agreement

- Company Legal Document/Business License (SERVE Certificate)
- Bank account information (must be a company bank account)
- The financial proposal includes service fees and transportation costs to the following locations: Dili, Aileu, Baucau, Bobonaro, Covalima, Oecusse
Duration of the Contract
The contract will be for 24 months, renewable based on performance and WVTL needs.
Performance Standard
The provider must comply with:
- Manufacturer recommended standards
- Agreed service response time
- Quality assurance and warranty requirements
Cost and Payment Structure
- Payment will be based on actual services delivered, upon submission of valid invoice and service reports
- WVTL reserves the right to request competitive quotation for major repairs
Evaluation and Selection Criteria
Proposals will be evaluated based on:
- Technical capacity and experience
- Cost competitiveness
- Service responsiveness
- Quality reporting
- Reference from previous clients
