Program Background

The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.

The overall program goals are:

• To strengthen government institutions to deliver quality services that are accessible to all;
• To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure

These overall goals are advanced through the following four program components:

1. Support to PNDS (Programa Nasional Dezenvolvimentu Suku or National Program for Village Development)
2. Municipal level support
3. Rural water
4. Subnational roads

The Role
The objective of the Operations and Maintenance Advisor role is to provide coordination and support to PARTISIPA technical assistance in Municipalities, while collaborating with the National based advisory team to ensure work is linked to GoTL priorities, policies and plans, and assists with the compilation of information to support National GoTL objectives for sub-national water operations and maintenance.

About You

• Bachelor’s degree in public administration, engineering, social science or management.
• 10+ years of experience in working with government institutions and development partners, preferably in areas relevant to infrastructure O&M
• Experience in community-driven development projects or development-oriented projects/programs in Timor-Leste.
• Demonstrated understanding of the main policy issues in various infrastructure sub-sectors including the roles and responsibilities of different levels of government to deliver services in communities through a decentralised system (O&M)
• Experience in facilitating sector coordination activities both at national and sub-national levels
• Experience facilitating policy consultation across all levels – national, municipal and community levels, including analytical skills of social impacts of O&M, understanding of relevant technologies and other priorities as directed by the GoTL
• Ability to be flexible, responsive to requests, motivated, ability to prioritise in a busy work environment and manage differing perspectives
