Job Overview
UNICEF is seeking a National Consultant to support a Joint Sector Review and develop an Action Plan and Monitoring and Evaluation Framework linked to the National Education Strategic Plan (NESP) in Timor-Leste.
Key Responsibilities
- Contribute to the inception report
- Facilitate workshops with relevant stakeholders
- Write sections of the draft and final report reviewing the NESP
- Write sections of the draft and final strategic action plan linked to the NESP
- Support drafting of the presentation on the revised NESP
Deliverables
- Inception report
- Workshop reports
- Draft and final reports reviewing the NESP
- Draft and final reports on the strategic action plan
- Final presentation
Qualifications
- Advanced degree in education, social sciences, development studies, or related fields
- At least 5 years of experience conducting national strategic plan reviews in Education Sector
- Experience in strategic and action plan development
- Proven experience in research and monitoring and evaluation
- Familiarity with the education sector in Timor-Leste (advantage)
- Experience in conducting multi-sectoral consultations and workshops
- Strong communication and interpersonal skills
