UNV Programme Assistant

 Establish strong partnerships with the UN agencies and create opportunities for increasing UN Volunteer mobilization in Timor-Leste.

 Complete tasks of day-to-day UNV recruitment processes, onboarding, repatriation, extensions, and HR actions on UVP in close liaison with the host entities, VSC/VSS, and the Country Coordinator.

 Conduct pre- and post-arrival arrangements for UN volunteers, including entry lump sum and travel allowance, hotel booking, inductions, and other pertinent issues for national and international volunteers.

 Arranging induction for the new UN Volunteers, providing support to necessary administrative and operational support to the new UN Volunteers, i.e., introducing the buddy system, liaising with VSC, and other pertinent issues.

 Support UNV mobilization by close coordination and follow-up with the agencies and partners following the guidance of the Country Coordinator.

 Support the country coordinator in coordinating with partners, arranging meetings, research works, arranging UNV missions, policy works on volunteerism, developing talent pool, and improving documentation.

 Monitor and keep records of the contractual status at the UVP of all serving UN volunteers and flag to his/her supervisor follow-up actions on assignment extensions, renewals, and replacements.

 Provide, when required, in consultation with the country coordinator, the necessary support to UN volunteers in the case of serious illness, medical evacuation, security evacuations, or the death of a UN volunteer.

 Ensure all conditions are met before the payment of final entitlements to UN volunteers at the end of their assignment.

 Maintain inventories of all UNV-supplied, non-expendable equipment and ensure records of all items purchased for UNV-executed projects are submitted to UNV headquarters.

 Support the Country Coordinator in addressing questions of UN Volunteers and the UN partners and ensuring the most significant level of satisfaction to them regarding performance.

 Support the country coordinator in providing relevant assistance to the serving UN Volunteers, responding to their queries, and maintaining excellent coordination with UN Volunteers and host entities for their well-being.

 Effective and efficient support of the Country Coordinator and UN partners in advocacy and outreach campaigns (International Volunteers Day/IVD, presentation of promotional information with Host Entities, local volunteer organizations, etc.).

 Conducted advocacy and outreach programmes at UNV to expand the national talent pool and advocate for online volunteers (OV).

 Maintain volunteer files, partners’, and volunteers’ databases, and build an efficient documentation system

 Perform quantum and UVP roles as guided by UNV

 Any other related tasks that the country coordinator may require or assign.

Requirements:

  • At least 3 years of professional work experience at the national level in administration, logistics support, finance reporting, human resources management, talent acquisition or other relevant programmes; familiarity with ERP system like Quantum is an asset, as is experience working directly or indirectly in the UN or other international development organization;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in partnerships and volunteerism as a mechanism for durable development, and the UN System.
