Duties and Responsibilities

Objectives of the assignment

Timor Aid is in search of a consultant to provide technical assistance in implementing the Rede Soru Na’in (RSN) project under Timor Aid’s supervision. The chosen consultant will have a crucial role in three main areas:

  1. Technical Support: This entails monitoring progress, offering technical aid, and ensuring quality control of RSN related activities, all in close collaboration with Timor Aid and UNW.
  2. Coordination: The consultant will facilitate effective coordination with relevant RSN association stakeholders, weavers, private and government institutions and UNW.
  3. Training and Knowledge-Sharing Facilitation: The consultant will contribute to facilitating and coordinating project knowledge-sharing and evidence-based advocacy efforts to highlight best practices and foster the development of a sustainability plan to strengthen RSN impact.

Scope of Work/ Duties and Responsibilities:

Under Timor Aid's supervision, in coordination with the UNW – WEE programme, the Consultant will:

  • Support the development of Rede Soru Na’in Association institutional policies.
  • Provide technical assistance in implementing and coordinating the activities of Rede Soru Na’in under the Timor Aid and Women's Economic Empowerment (WEE) program.
  • Offer technical support in building strategic partnerships and mobilizing resources.
  • Provide technical assistance and capacity-building activities for weavers and RSN association.
  • Offer technical advice for establishing advocacy networks at the national level and fostering connections with international networks.
  • Provide technical support and supervision for the development of the Weavers project and Rede Soru Na’in store in the municipalities when needed.
  • Assist in enhancing the visibility of the Weavers project and RSN association and store through social media strategy and tools.
  • Support the operation and management of the Rede Soru Na’in Store and provide capacity building for the store attendants.
  • Support the development and structure of the association.
  • Assist in designing training materials related to building the capacity of rural women in social media, communication, sales, customer relations, and other soft skills.
  • Support in planning and organizing RSN activities and events.
  • Assist in creating and documenting knowledge about current and emerging trends, lessons learned, strategies, and best practices by analyzing current project activities, conducting needs assessments, and desk reviews.
  • Supervise and analyze data and produce relevant reports.
  • Develop a sustainability report.

Activities:

  1. Monthly progress report
  2. Sustainability report
  3. Final report

Monthly progress reports on technical support and implementation, documentation of coordination efforts with waivers – RSN, government institutions and development partners, and progress of knowledge-sharing facilitation each month.

At mid-term progress, a sustainability report for the Association should be presented.

Final report detailing results achieved over the start-end of the contract period.

The consultant’s performance will be evaluated against such criteria as timelines, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Required skills and experience.

Education:

Bachelor’s degree in economics, communication or international development, social sciences, human rights, gender/women’s studies, or a related field is required.

Experience:

  • At least 5 year of professional working experience.
  • Experience in development projects is an advantage.
  • Experience in Non-profit organizations is an advantage.
  • Experience in management is an advantage.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  • Accuracy and professionalism in document production and editing.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.

Language and other skills:

  • Fluency in oral and written English and Tetum. Working knowledge of Portuguese is an advantage.
  • Computer literacy and ability to effectively use office technology and equipment, IT tools, Internet, and email.
  • Highly skills in data analysis and interpretation.

Duration of the assignment

The duration of the assignment is 23 months. The consultant is expected to commence work on 6 May 2024 to 31 March 2026.
