About St John of God Outreach Services Timor-Leste
St John of God Health Care (SJGHC) is one of the largest Catholic providers of health care services in Australia. We operate 24 facilities comprising more than 3,400 hospital beds in Australia, as well as home nursing, disability services and social outreach programs.
SJG Outreach Services (SJGOS) Timor-Leste has been operating capacity strengthening programs in Timor-Leste in partnership with the Ministry of Health since 2010. Our current Health Workforce Development Program (HWDP) operated by SJGOS is part of a wider commitment to Timor-Leste, including an Education and Training Program, a Leadership and Management Program and Quality Projects.
The Position
The Quality Officer is responsible for working with the Quality Programs Team Lead and the Quality and Leadership Program Manager to support the St John of God International Health (SJGIH) development program plans. The overarching goal of the SJGIH plan is to improve patient care across Timor-Leste by strengthening the capacity of Timorese healthcare workers, with the primary focus at HNGV.
Salary range: $1100 – $1500 per month base salary, plus benefits
Key Responsibilities
- Act as an ambassador for SJGIH programs in Timor-Leste
- Undertake internal office-based and hospital-based audits in collaboration with key partners, using a standardised quality assessment tool
- Analyse, interpret, make recommendations and report audit outcomes
- Design, develop, manage and deliver education related to Quality Improvement Activities (QIAs) in the SJGIH team
- Support the development and implementation of Quick Reference Guides (QRG) and Standard Operating Procedures (SOPs) related to quality for SJGIH and our partner hospitals
- Work alongside Timorese Quality Officers and other healthcare professionals to provide leadership, capacity strengthening, role modeling, coaching and mentoring
- Assist in interpretation and translation during meetings, conversations, and in the development, preparation, delivery and evaluation of education and training sessions
- Provide advice and information on culturally appropriate processes and behaviors to SJGIH caregivers
- Participate in program meetings and contribute to work planning and budgeting, monitoring and evaluation, and reporting processes
- Promote a professional environment that supports patient-centred care, values-based practice and safety
Selection Criteria - Essential
- A commitment to and a deep understanding of the Vision, Mission and Values of SJGHC as well as a willingness to commit to understanding and working within the culture of the Timorese people
- A Timorese National with undergraduate qualifications in Nursing/Midwifery and current theoretical and practical knowledge, skills, and experience in quality improvement, and hospital standards
- Sound knowledge of the principles of quality improvement
- Proven ability to work with people to strengthen capacity, delivering education, guidance, role modelling and coaching to support the achievement of organisational outcomes
- Proven ability to build and maintain relationships with a range of stakeholders
- Ability to be adaptable, think strategically, communicate clearly and openly, and resolve problems
- Strong written and verbal communication skills including fluent written and spoken English and Tetun
- Confidence as a public speaker to deliver training, coaching and mentoring
- Proficiency in Microsoft Office applications and email
- Demonstrated ability to work independently and as part of a team to achieve and sustain professional excellence, improved patient care and positive workplace culture
- Willingness and ability to travel to municipalities by road or light aircraft
Selection Criteria - Desirable
- Post-graduate qualifications in Nursing/Midwifery, Quality, Management, Public Health, Leadership, International Health, or International Development
- Certificate IV in Training and Assessment
- Experience with project management and/or change management
- Existing relationships or recent experience with NGOs or Timorese government
- Fluency or working knowledge of Bahasa or Portuguese
- Have a driver's license and excellent driving skills that ensure safety of people and vehicles, and an understanding of Timorese road laws
