The Regional Integrated Multi-Hazards Early Warning system for Africa and Asia (RIMES) is seeking a National Junior Programmer who will play a key role in supporting the implementation of RIMES' components under the Green Climate Fund's "Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste" Project. Primarily, the Junior Programmer will facilitate project coordination with partners, offer technical assistance for activity implementation, and ensure the integration and sustainability of interventions by project partners. Specifically, responsibilities will include setting up, operation, and maintenance of the infrastructure of the data center and Decision Support System (DSS) for the National Directorate of Meteorology and Geophysics of Timor-Leste. Background: The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.
Contract Type: Full-time, project-based contract.

Minimum Qualifications
Education:
Bachelor's degree in Computer Science, Information Technology, Computer Engineering, or a related field.
Experience:
Minimum of 2 years of relevant experience in setting up or managing IT systems/network.
Minimum of 2 years of experience in systems development using programming languages like Python, Java, or C++.
Experience working with government agencies or international organizations on technical projects is preferred.
Knowledge of meteorological data formats and APIs is a plus.
Experience with early warning systems or climate-related projects is beneficial.
Skills and Abilities:
Technical skills in programming using Python, Java, or C++ and server management.
Excellent troubleshooting skills and the ability to document technical issues.
Collaboration, communication, and interpersonal skills to effectively work with developers, experts, government IT staff, and internal colleagues.
Excellent critical thinking, problem-solving, and planning skills.
Good project coordination skills and the ability to support other relevant tasks as needed.
Ability to adapt and work well in a multicultural and multidisciplinary work environment.
Language:
Proficiency in both English and Tetum is required (both oral and written).
