Junior Programmer

The Regional Integrated Multi-Hazards Early Warning system for Africa and Asia (RIMES) is seeking a National Junior Programmer who will play a key role in supporting the implementation of RIMES' components under the Green Climate Fund's "Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste" Project. Primarily, the Junior Programmer will facilitate project coordination with partners, offer technical assistance for activity implementation, and ensure the integration and sustainability of interventions by project partners. Specifically, responsibilities will include setting up, operation, and maintenance of the infrastructure of the data center and Decision Support System (DSS) for the National Directorate of Meteorology and Geophysics of Timor-Leste. Background: The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and  managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and  communication of early warning information, and capacity building for   preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

Contract Type: Full-time, project-based contract.
Duty station: Dili, Timor Leste
Minimum Qualifications
Education:

Bachelor's degree in Computer Science, Information Technology, Computer Engineering, or a related field.
Experience:
Minimum of 2 years of relevant experience in setting up or managing IT systems/network.
Minimum of 2 years of experience in systems development using programming languages like Python, Java, or C++.
Experience working with government agencies or international organizations on technical projects is preferred.
Knowledge of meteorological data formats and APIs is a plus.
Experience with early warning systems or climate-related projects is beneficial.
Skills and Abilities:
Technical skills in programming using Python, Java, or C++ and server management.
Excellent troubleshooting skills and the ability to document technical issues.
Collaboration, communication, and interpersonal skills to effectively work with developers, experts, government IT staff, and internal colleagues.
Excellent critical thinking, problem-solving, and planning skills.

Language:
Proficiency in both English and Tetum is required (both oral and written).

Major Duties and Responsibilities:

• Support the setup, operation, and maintenance of the infrastructure at either the data center or the National Forecasting Center:
• Collaborate with RIMES developers and experts to support the setting up and configuration of the hardware and software of the on-premises server.
• Participate in technical training and mentoring sessions on operating and maintaining the server, as well as data visualization and analysis platforms.
• Conduct regular testing and monitoring to ensure the security and optimization of the data center for meteorological data storage and processing.
• Troubleshoot, resolve, and document technical problems, or coordinate with RIMES for complex issues.
• Work closely with government IT staff to support and enhance their capabilities in setting up, maintaining and operating the on-premises server and data visualization/analysis platforms.
• Support the user needs assessment, design, and testing of the Decision Support System (DSS)
• Collaborate with RIMES sectoral specialists and developers in the development and testing.
• Assist in the requirements gathering and systems scoping with key sectoral agencies and stakeholders for the development of the DSS.
• Support the ideation and prototyping sessions with the stakeholders.
• Assist in the user testing and document test cases, bugs, and fixes.
• Assist in the deployment of the DSS and the documentation of users experience.

Support other relevant tasks:

• Provide technical support to DNMG and other relevant stakeholders for the setting up, operation, and maintenance of the on-premise servers and DSSs;
• Participate and facilitate, if necessary, in consultation and progress meetings, training workshops, and capacity-building activities with project partners.
• Assist in the development and translation of training manuals, presentation slides, IEC materials, and other documents.
• Foster a culture of collaboration, innovation, and continuous improvement within the team, including staying up-to-date with the latest technologies, trends, and best practices in systems development;
• Other duties as assigned by the EWS Specialist, Programme Officer, and/or In-country Coordinator.Supervisor : The Junior Programmer will report directly to the EWS Specialist/ GCF Project Manager, with matrix reporting to the Programme Officer, Risk Knowledge Application Department, and the In-Country Coordinator. 

Contract Duration: 12 months, with possible extension on above satisfactory performance;   Probationary period: 6 months.
