- Conduct a thorough assessment of the current NPC procurement processes, policies, and practices including training needs assessment.
- Identify areas for improvement and propose strategies to enhance efficiency, effectiveness, and compliance.
- Develop and implement customised solutions to address identified gaps and challenges
Roles and Responsibilities
Technical Activities
The scope of work for the Procurement Specialist includes, but is not limited to, the following tasks:
- Conducting an initial assessment of NPC procurement function, including reviewing existing documentation, processes, and systems.
Training and Knowledge Transfer
- The Procurement Specialist will provide formal training, coaching and other capacity development support to the national procurement staff as determined by the head of NPC in consultation with PROSIVU Pillar Lead. Key training and knowledge transfer efforts will be captured within the adviser work plan (see below).
Coordination, Collaboration and Reporting
- Prepare a comprehensive adviser work plan in close consultation with NPC counterparts that captures implementation approach to delivering on the requirements of this terms of reference. The adviser work plan will be delivered within the first month of activity implementation.

About You
Essential Experience and Knowledge
The Procurement Expert Training Consultant should possess the following qualifications and experience:
- Bachelor’s degree in a relevant field, including engineering, supply chain management, procurement, or related field.
- Technical skills in infrastructure assessment as it relates to procurement.
- Minimum of 10 years of experience in procurement, with a focus on training and capacity building, and strategic procurement management and process improvement.
- In-depth knowledge of procurement principles, practices, and regulations.
- Proven experience in developing and implementing procurement plans and strategies, also developing and delivering procurement training programs or workshops.
- Excellent communication, presentation, and facilitation skills.
- Language skills in Tetun an advantage.
Desirable Experience and Knowledge
- Having previous working experience in procurement processes in similar context as Timor-Leste,
- Having certification (e.g. CIPS) in procurement,
- Familiarity with eProcurement systems and practices.
