Planning and Infrastructure Consultant

PROSIVU is seeking a qualified Planning and Infrastructure Consultant (the “specialist”/consultant) to assist Timor-Leste’s Ministry of Planning and Strategic Investment (MPSI) to develop their Integrated Infrastructure Plan. The consultant will provide an integrated plan for infrastructure investment that is expected to be achieved by the ministry over a 5-year period, as well as outlining its funding mechanism.

Scope of Work

The consultant will deliver the following scope of work in consultation with Integrated Planning Unit, Ministry of Planning and Strategic Investment and with support from PROSIVU Pillar Lead:

  • Work closely with the Integrated Planning Unit to review and finalise the medium- and long-term integrated planning framework. 

Training and knowledge transfer

When necessary, the adviser will provide formal training, coaching and other capacity development support to the national Director of Planning or their staff as determined by the MPSI in consultation with PROSIVU Pillar Lead including:

  • Coaching and provision of technical assistance to enhance planning capabilities,

Coordination, Collaboration and Reporting

  • Prepare a comprehensive adviser work plan in close consultation with NPC counterparts that captures implementation approach to delivering on the requirements of this terms of reference. The adviser work plan will be delivered within the first month of activity implementation.

About You

Essential Experience and Knowledge

  • A minimum of 10 years’ relevant work experience including experience delivering similar technical assistance projects for governments in developing countries.
  • Experience applying sector-wide and multi-sector approaches to infrastructure planning and prioritisation within a budget ceiling.

Desirable Experience and Knowledge

  • High level of English language skills
  • Experience with the theory of change (ToC) process and goal setting.
