Civil Service Legal Reform – Legislative Drafting and Advisory Services

About the Opportunity

The Civil Service Commission (CSC) of Timor-Leste, supported by the Australian Government's PROSIVU Program, invites proposals from suitably qualified legal firms to provide legislative drafting and advisory services in support of priority civil service reforms.

The successful firm will work closely with the CSC to develop, revise and finalise the Civil Service Statute and related legal instruments that strengthen public administration, workforce management and institutional performance.

This is an input-based consultancy contract with an expected duration until December 2027.

Scope of Services

The successful firm will provide high-quality legal advisory and legislative drafting services, including:

• Legal analysis and review of existing legislation and regulations
• Drafting and revision of the Civil Service Statute
• Development and harmonisation of related decree-laws, regulations and guidelines
• Legal advisory support throughout Government approval processes
• Legal risk assessment and implementation advice
• Support for stakeholder consultation and validation processes
• Integration of Gender Equality, Disability and Social Inclusion (GEDSI) principles throughout the assignment

Eligibility

Interested firms should demonstrate:

• Extensive experience in legislative drafting and administrative/public sector law
• Proven experience supporting government legal reform, preferably in Timor-Leste
• Strong capability in Portuguese, Tetum and English
• Demonstrated understanding of Gender Equality, Disability and Social Inclusion (GEDSI) in legal and public sector reform
