Terms of Reference for CEFM research in Timor-Leste v.4 23062025
Plan International has been working in Timor-Leste since 2001 to promote children's rights and provide practical support in areas including early education, WASH, youth economic empowerment, child protection, disaster risk management, and gender equality.
This study aims to assess progress made in addressing Child, Early, and Forced Marriage and Unions (CEFMU) in Timor-Leste since 2017 through research across multiple municipalities. The research will evaluate intervention effectiveness and explore shifts in social norms related to CEFMU.
