Terms of Reference for CEFM research in Timor-Leste v.4 23062025

About Plan International

Plan International has been working in Timor-Leste since 2001 to promote children's rights and provide practical support in areas including early education, WASH, youth economic empowerment, child protection, disaster risk management, and gender equality.

Research Purpose

This study aims to assess progress made in addressing Child, Early, and Forced Marriage and Unions (CEFMU) in Timor-Leste since 2017 through research across multiple municipalities. The research will evaluate intervention effectiveness and explore shifts in social norms related to CEFMU.

Key Responsibilities

  • Design and implement mixed-methods research methodology
  • Collect and analyze data from approximately 350 participants across 7 municipalities
  • Ensure ethical standards and child protection principles are maintained throughout
  • Produce inception report, draft and final research reports, and communication materials
  • Present findings to stakeholders and incorporate feedback

Required Qualifications

  • Bachelor's degree in development studies, social sciences, or related field
  • Minimum 5 years experience in development sector
  • Proven experience conducting similar research on girls' rights and gender-based violence
  • Strong knowledge of women's rights situation in Timor-Leste
  • Excellent analytical and report writing skills in English
  • Fluency in English and Tetun
