Role Purpose

With new funding from DFAT, Plan International Timor Leste will implement Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods Project from August 2026 to November 2026, providing multi-sectoral basic services on Multi-Purpose Cash Assistance (MPCA), Security and Livelihoods and empowerment of affected household by fuel crises in Ainaro Municipality.
The Project Coordinator is responsible for leading the overall implementation of the Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods Project by ensuring that all activities are effectively planned, coordinated, implemented, monitored, and reported in line with the approved work plan, budget, donor requirements, and organizational policies. The coordinator works closely with government institutions (CPA, SMPC, Agriculture), local authorities, implementing partners, community-based organizations, and other key stakeholders to strengthen collaboration, support the effective functioning of Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihood, and build community resilience to fuel crises impact, while promoting quality implementation, accountability, and sustainable project outcomes.
Dimensions of the Role
- Oversees the delivery of cash assistance and food security interventions to targeted vulnerable households, ensuring assistance is timely, accountable, and aligned with project objectives
- Works closely with government authorities, financial service providers, community leaders, humanitarian actors, and other stakeholders to ensure effective coordination and collaboration
- Represents the project in coordination meetings, technical discussions, and stakeholder engagements as required
- Promotes the integration of safeguarding, Gender Equality, Disability and Social Inclusion (GEDSI), and accountability principles throughout project implementation
- No direct supervisory responsibility; however, the role provides technical support, coordination, and guidance to implementing partners to ensure quality implementation
Key Responsibilities
- Lead the overall planning, implementation, monitoring, and reporting of the Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods (FSL) project, ensuring activities are delivered on time and in line with project objectives
- Coordinate the delivery of cash assistance and food security interventions, ensuring that support reaches eligible households in a timely, transparent, and accountable manner
- Oversee beneficiary identification, registration, verification, and selection processes in accordance with agreed targeting criteria and humanitarian principles
- Ensure compliance with donor requirements, organizational policies, financial procedures, and humanitarian standards throughout project implementation
- Supervise and provide technical guidance to partner project staff, fostering teamwork and high-quality programme delivery
- Coordinate closely with government authorities, financial service providers, implementing partners, community leaders, and other stakeholders to strengthen collaboration and effective project implementation
- Monitor market conditions and support the design and implementation of cash-based interventions that are appropriate to the local context
- Oversee post-distribution monitoring, beneficiary feedback mechanisms, and accountability processes to assess the effectiveness and quality of assistance
- Support the implementation of food security and livelihood recovery activities, including skills development, agricultural support, small business recovery, or other resilience-building initiatives
- Monitor project progress against work plans, budgets, and performance indicators, and take corrective actions where necessary
- Prepare high-quality narrative reports, monitoring updates, success stories, and other project documentation for donors and management
- Identify project risks and challenges, develop mitigation measures, and ensure timely resolution of implementation issues
- Promote the integration of Gender Equality, Disability, and Social Inclusion (GEDSI), safeguarding, and protection principles across all project activities
- Facilitate regular coordination meetings, field monitoring visits, and learning events to improve project performance and capture lessons learned
- Represent the project in coordination meetings, technical working groups, and engagements with government and humanitarian partners as required
- Promote safeguarding awareness among project staff and partners and promptly report any concerns or incidents related to child protection in accordance with established procedures
- Ensure that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy
Qualifications
Knowledge and Experience:
- Hold a Bachelor's university degree in community development sciences, social sciences, project/program management or equivalent
- At least two years' experience in Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods Project
- Experience and knowledge of planning, programming and monitoring/evaluation procedures for Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods projects
- Proven knowledge in defining beneficiary selection criteria based on community targeting
- Experience in community development projects, participatory development, community and social mobilization involving adolescents, girl mothers and survivors of GBV
- Good knowledge of supervising Multi-Purpose Cash Assistance (MPCA) and Food Security and Livelihoods activities in vulnerable communities
- Bilingualism (Tetum and English)
- Good knowledge of computer tools and good aptitude in reporting
