Role Purpose
The MERL Coordinator supports Plan International Timor-Leste programs by strengthening Monitoring, Evaluation, Research, and Learning (MERL) systems and data management. The role focuses on developing and maintaining M&E databases, ensuring high-quality data collection, cleaning, analysis, and reporting in line with donor requirements and Plan International standards. Working closely with the MERL Manager, Project Manager and Programme Manager, the MERL Coordinator supports evidence-based decision-making, learning, accountability, and program quality across projects, contributing to improved outcomes for children, especially girls and marginalized groups.
Key Responsibilities
MERL Systems & Data Management
- Develop and manage data collection tools, databases, and project mapping systems
- Ensure timely, accurate, and disaggregated data collection and quality control
- Maintain M&E documentation and digital data collection platforms
- Support program teams in documenting progress and reporting
Research, Evaluation & Reporting
- Support evaluations, research activities, and partner M&E system strengthening
- Contribute to data collection, analysis, and learning in line with data protection standards
- Review and support the preparation of quarterly and annual reports
- Document and share best practices and lessons learned
Program Integration & Learning
- Ensure integration of MERL standards across program themes and projects
- Support reflection, learning, and feedback mechanisms with communities and partners
- Work closely with MERL and Programme teams to strengthen program quality and accountability
Technical Expertise, Skills and Knowledge
- Bachelor's degree in Development Studies, Information Technology, Business, or a related field
- At least 3 years of experience in Monitoring & Evaluation, project or partnership management
- Experience supporting CSOs and strengthening partner capacity
- Knowledge of multi-donor reporting requirements
- Strong IT skills, including Excel and M&E database design
- Strong teamwork, coordination, and communication skills
- Experience in data collection, analysis, and report writing
- Ability to work with diverse teams and manage multiple tasks
- Proficient in Microsoft Office applications
- Fluency in Tetum, English, Portuguese, and Bahasa
- Strong commitment to child rights, gender equality, and human rights
