Background

Plan International Timor-Leste seeks a qualified consultant to develop and implement comprehensive internal policies and tools for Associação Juventude Hakbi'it Juventude Timor-Leste (AJHJTL), addressing gaps in governance, human resources, financial management, procurement, and administration systems.

Objective

To design, develop, and support the implementation of strong Finance, Procurement & Logistics/Supply Chain, and Human Resources policies and tools for AJHJTL.

Key Deliverables

• Inception Report (max. 3 pages)
• Final Policies (Finance, Procurement & Logistics/Supply Chain, HR Policy & Handbook)
• Associated tools and templates
• Orientation/Training session materials
• Final Review Report

Required Qualifications

• Proven experience in developing organizational policies for CSOs
• Strong knowledge of CSO governance, financial management, procurement/supply chain, and HR in Timor-Leste
• Experience with donor-funded projects
• Excellent facilitation, writing, and communication skills in English and Tetum
• Ability to produce user-friendly tools and templates

Duration

20 working days, with all deliverables due before September 19, 2025
