Consultant for Video Production - YAP Content Amplification 2026

Background and Purpose

The Youth Action Platform (YAP) is Plan International Asia-Pacific's regional platform for amplifying young activists through youth-led storytelling and digital engagement. The 2026 campaign, "TIME TO ACT: MY ROLE IN ENDING CHILD MARRIAGE," highlights meaningful actions young people are taking within their families and communities to help prevent child marriage.

Plan International Timor-Leste seeks an experienced Video Production Consultant to produce one approximately 3-minute documentary-style video in Aituto, Maubisse. The story will centre on a young woman/youth campaigner and include supporting perspectives from parents, community/traditional leaders and local authorities.

Scope of Work

The consultant will:

• Participate in a pre-production briefing and review the approved script and interview questions
• Develop the filming plan and prepare all required equipment
• Conduct two days of field filming in Aituto, including interviews, documentary B-roll, natural sound and drone footage
• Produce a youth-led story that respectfully represents the local community and cultural context
• Edit the video, including narrative voice-over, colour correction, professional audio mixing, music, graphics and English subtitles
• Submit a first cut and incorporate consolidated feedback
• Deliver the approved final video together with all raw footage and relevant project files

Technical Requirements

The consultant must provide the necessary professional equipment, including:

• Professional camera capable of at least Full HD 1080p, with 4K capability preferred
• Professional lenses
• Wireless/lavalier and shotgun microphones
• Drone, preferably capable of 4K recording
• Tripod, gimbal/stabiliser and portable lighting
• Adequate batteries, memory cards and backup storage
• Professional editing equipment/software

Built-in camera microphones alone are not acceptable for primary interview audio.

Safeguarding and Informed Consent

The consultant must comply with Plan International's safeguarding, ethical storytelling and informed consent requirements. The regional YAP TOR requires informed consent before filming and prohibits disclosure of identifying information relating to children or survivors.

Plan International Timor-Leste will provide or approve the Informed Consent Form. No identifiable participant should be filmed without the required consent. All footage must be securely managed and participants' dignity, privacy and safety respected.

Deliverables and Timeline

• Day 1: Pre-production, script review and filming preparation
• Days 2-3: Field filming in Aituto, Maubisse
• Day 4: Editing and submission of first cut
• Day 5: Feedback, final revision and delivery

Final deliverables include one approximately 3-4 minutes video, minimum Full HD 1080p, English subtitles, approved branding, final master, and organised raw camera/audio/drone footage and project files.

Qualifications and Experience

The consultant must have:

• Degree, diploma or relevant qualification in Communication, Multimedia, Film/Video Production, Media, Journalism or a related field
• Minimum two (2) years of relevant professional experience in video/multimedia production
• Demonstrated experience in videography, documentary/human-interest storytelling, editing, professional audio and drone filming
• Previous experience working with international NGOs (INGOs), UN agencies or development organisations is highly desirable
• Understanding of safeguarding, informed consent and ethical storytelling
• Proficiency in Tetum and English, including ability to prepare accurate English subtitles
• Ability to provide the professional equipment required for the assignment

• Confirmation of availability for the five-day assignment

The financial proposal should be all-inclusive. Any field costs to be directly provided by Plan International Timor-Leste will be communicated accordingly.

Payment Schedule

• Completion of pre-production and field filming: 30%
• Submission and acceptance of first cut: 40%
• Final approval and delivery of final video, raw footage and project files: 30%

Payments are subject to satisfactory completion and acceptance of deliverables and submission of the required invoice/supporting documentation.

Selection Criteria

Applications will be assessed based on relevant qualifications and experience, portfolio quality, technical approach and capacity, previous INGO/development-sector experience where applicable, and value for money. Only the selected candidate will be contacted by Plan International Timor-Leste.

Ownership and Coordination

The consultant will work closely with the designated Plan International Timor-Leste Communication focal point. All final products, raw footage and project files produced under the assignment will remain the property of Plan International and may not be published or reused without prior written authorisation.
