Baseline Study Consultant - Children's Rights Project

About the Project

Plan International seeks a consultant to conduct a baseline study for the project "Free to be Yourself: Empowering the most vulnerable children to claim their rights" (2025-2028). The project aims to enhance protection and empowerment of vulnerable children, particularly children with disabilities and LGBTQI+-identifying young people in Timor-Leste.

Key Responsibilities

  • Prepare inception report and develop data collection tools
  • Conduct fieldwork to gather qualitative and quantitative data in 4 municipalities
  • Analyze data and draft comprehensive baseline report
  • Present findings to stakeholders and finalize report
  • Set annual and cumulative targets for project indicators

Required Qualifications

  • Master's degree in social sciences, political science, law, or related field
  • 10+ years experience in development work, including M&E
  • Expertise in children's rights, gender equality, and social inclusion
  • Strong understanding of child protection and safeguarding
  • Proficiency in qualitative and quantitative research methods
  • Excellent report writing skills in English
  • Knowledge of Tetum is an advantage
