The Program Coordinator – Municipal Education will be based in the PHD office in Dili and work across municipal field sites to provide guidance and quality assurance to instructional leadership activities. There are two Posts (Region A and B). Each Program Coordinator will be responsible for 7 municipalities.
This role will coordinate technical advisory support for up to four Municipalities to facilitate MoEYS implementation of ALMA in line with the agreed institutionalisation plan.
The position will supervise three to four Facilitators - Municipal Education who will support MoEYS counterparts at municipal level to deliver the ALMA program. This will require guiding and coordinating the activities of the Facilitators to enable gradual transition of responsibilities to Municipal MoEYS counterparts.
The Program Coordinator – Municipal Education will be responsible for:
- Contributing to the development of the ALMA institutionalisation plan
- Coordinating and supporting the Facilitators - Municipal Education to:
- ensure the ALMA program is delivered to all schools in Timor-Leste by 2026,
- identify existing capability of MoEYS municipal counterparts to prepare for and deliver ALMA activities in line with agreed institutionalisation plan,
- jointly develop a capacity strengthening plan with Municipal counterparts,
- collaboratively draft revised ToRs (roles and responsibilities) for Municipal counterparts where necessary,
- jointly review and adjust capacity strengthening plan at regular intervals to assess transition progress,
- ensure that Municipal counterparts are well supported to meet milestones of the ALMA institutionalisation plan (including providing advice, managing local mentors, troubleshooting and providing logistical and administrative support),
- integrate EMULI and inclusive education (disability/gender) initiatives and approaches into ALMA.
- support capacity strengthening activities for INFORDEPE Polo and Municipal level officers to deliver instructional leadership training and GTP/GTL support in schools, in close collaboration with PHD’s in-service teacher training team.
- Collaborating with the Municipal Education Director and relevant Municipal Departments to build understanding of ALMA, and their role in the institutionalisation plan
- Supporting Program Manager - Education to coordinate and facilitate ALMA team meetings to plan, review and reflect, monitor and evaluate progress.
- Coordinating with the wider Education Sector team at PHD to review, update and/or develop ALMA program tools, including forms, material development and standards, as required
- Providing technical inputs at any level and on any required information regarding ALMA activities.
- Contributing to preparation for annual workplans, budgets, progress reports, and MEL studies as required.
- Managing direct line reports. Ensuring progress against agreed work plans, staff professional development goals and providing practical mentoring support.
- Supporting and carrying out other specific duties required by the program.
About You
The Program Coordinator – Municipal Education will have the following skills, knowledge and attributes:
- A degree in education or another related field.
- Considerable relevant professional experience in the education sector, preferably in the context of the Government of Timor-Leste (GoTL). An existing understanding of the ALMA and Inclusive Education program.
- Demonstrated leadership experience in schools with an understanding of global good practice in basic education, involving leading change processes.
- Demonstrated experience and technical skills in instructional leadership, and professional learning processes to improve teacher quality.
- Demonstrated experience planning, managing and coordinating activities or initiatives and associated documentation and reporting.
- Demonstrated experience developing capacity in mentoring government actors.
- A sound understanding of relevant GoTL policies, systems and structures, particularly those related to basic education services.
- Strong interpersonal skills with ability to work in challenging contexts with a range of stakeholders.
- Understanding of and commitment to incorporating inclusion principles into education practice.
- Ability and willingness to travel to remote locations in the municipalities within Timor-Leste.
- Good working knowledge in the use of Microsoft Office.
- Proficiency in Tetum and English language is required with ability to produce high quality program reporting.
