The Manager - ICT will provide effective management and support of Information, Communication and Technology (ICT) activities related to the PHD Program in Timor-Leste.
Key components of the role will include:
- Establish and implement PHD policies and procedures for ICT access and usage, in compliance with Abt corporate policies and PHD Operations Manual.
- Monitor and manage ICT system performance and the PHD Operations - ICT budget, providing forecast and business case for ICT investment and report to the Manager – Facilities Support on ICT service plan, progress and risks.
- Support procurement team in the management of contracts for ICT services with timely submission of requirements and review and certification of invoices.
- Manage the set-up, upgrade, and maintenance of PHD ICT infrastructure, including server, ISP, wireless connectivity, network printers, and video-conferencing facilities and office equipment, including security access system and photocopier equipment.
- Manage the daily operations and administration of Internet, Email and associated Microsoft virtual server infrastructure, monitoring and maintenance of electronic back-up systems, security protocols, software patching and audit of event logs and maintenance of associated infrastructure.
- Deliver and ensure ICT services for Program workshops, conferences, and events.
- Manage and effectively support the ICT helpdesk system, infrastructure and ensuring the resolution of on and off-site requests for support and assistance.
- Deliver and ensure quality desktop support services are in place for software installation, hardware maintenance and troubleshooting issues.
- Ensure suitable cost-effective remote support solutions are available for Program staff working off site, on other networks and in remote localities.
- Manage the effective administration of mobile telephone systems.
- Maintain systems for ongoing auditing and maintenance of IT software and hardware across the Program in collaboration with the Asset Management team.
- Support induction, orientation and ongoing in-service training of staff in relevant ICT functions of the Corporate IT Platform.
- Provide ICT advice and support for technical solutions to improve ICT systems and applications as required.
- Manage and coach ICT Officer regarding their duties and responsibilities.
- As required, provide ICT technical advisory support to PHD partners, including Government of Timor-Leste (GoTL).

About You
We are seeking an individual for this position who has the following:
- Bachelor’s degree or higher in Information Technology, Computer Science, or a related field. Relevant certifications (e.g., Cisco, Microsoft, CompTIA) are advantageous.
- ICT Management Experience at least 7 years: Proven track record in managing ICT activities, including policy implementation, budget management, and procurement processes.
- Technical Competence: Expertise in maintaining ICT infrastructure, including servers, network equipment, and virtual server environments.
- Helpdesk and Support Skills: Ability to manage helpdesk systems, deliver desktop support services, and implement remote support solutions.
- Contract and Budget Management: Proficiency in managing ICT service contracts, overseeing budget allocations, and ensuring cost-effective solutions.
- Team Leadership: Experience in coaching and managing ICT personnel, fostering a collaborative work environment, and actively representing PHD ICT in management-level meetings.
- Stakeholder Engagement: Capability to provide ICT advice to stakeholders and collaborate with internal teams for system improvements.
- Training and Development: Experience in conducting training programs for staff on relevant ICT functions and platforms.
- Problem-solving Ability: Strong problem-solving skills and adaptability to address ICT challenges and implement technical solutions.
- Compliance and Audit: Understanding of compliance requirements and experience in maintaining systems for IT audits.
