Background
The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program (2016-2026) funded by the Government of Australia and implemented by Abt Global. PHD focuses on strengthening government systems to support Timor-Leste to deliver higher quality primary healthcare and basic education and to advance disability inclusion and gender equality.
PHD is strengthening Timor-Leste's basic education systems at the national and municipal levels in collaboration with the Ministry of Education (MoE), working intensively with 12 municipalities and RAEOA to deliver higher-quality and more inclusive basic education.
Assignment Purpose
- Identify and assess the contribution of the program towards strengthening basic education systems
- Consider changes in MoE capacity at the national and municipal level
- Assess what works well and what works less well in strengthening MoE's capacity to manage and deliver quality basic education services
