General Coordinator – The Inter-Ministerial Task Force for Social Affairs (IMTSA)

The General Coordinator – The Inter-Ministerial Task Force for Social Affairs (IMTSA) will support H.E. Vice Prime Minister for Social Affairs in the coordination and monitoring of the Inter-Ministerial Task Force for Social Affairs (IMTSA) activities and to provide advice on nutrition and food security-related interventions.

The General Coordinator will lead IMTSA Secretariat on coordination of Early Childhood Development (ECD), Nutrition and Food Security (NFS), and Youth Empowerment (YE). The General Coordinator will work closely with the coordinators of MCAS and Executive Directors of CONSSAN-TL and UNMICS.

What’s Involved

Key components of your role are:

  • Under the guidance of and reporting to the IMTSA, coordinate early childhood development (ECD), nutrition and food security (NFS), and youth empowerment (YE) related activities and interventions by providing a platform where all relevant organizations can come together at the technical level and align with the Government of Timor-Leste’s priorities-sectoral collaboration. 
  • Coordinate and oversee the day-to-day activities of IMTSA's programs in these areas, ensuring adherence to timelines, budgets, and quality standards. 
  • Facilitate collaboration among internal teams, external partners, government agencies, and other stakeholders to maximize the impact and reach of Social Affairs and IMTSA's interventions. 
  • Provide technical guidance and support to working groups, including identifying capacity-building needs, and facilitating training sessions as necessary. 
  • Monitor and evaluate the effectiveness and sustainability of IMTSA initiatives and ECD, NFS and YE action plans, utilizing data-driven insights to inform decision-making and drive continuous improvement. 
  • Support the development of one monitoring and evaluation for social affairs, working closely with MCAS, CONSSAN-TL and UNMICS ensuring key performance indicators are included. 
  • Represent IMTSA in relevant forums, conferences, and meetings, advocating for policy changes and resource mobilization to support ECD, NFS, and YE initiatives. 
  • Ensure that the relevant government Ministries implement the actions of the “Early Childhood Development Policy and Action Plan”, the “Consolidated National Action Plan for Nutrition and Food Security (CNAP-NFS)” and the “Youth Empowerment Action Plan” by including the activities with explicit nutrition objectives and performance indicators in the Ministry's annual action plans. 
  • Ensure that the relevant Ministries allocate budget to implement the activities of the respective action plans as an integral process of national/sub-national and sectoral budgeting and ensure Development Partner contributions are aligned. 
  • Undertake quality control review of all IMTSA Secretariat reports. 
  • Report to the IMTSA on the progress of implementation of the respective action plans. 
  • Advocate to the development partners to fill any funding gaps and support the discussions and potential development of pooled funding mechanisms, working with relevant Ministries including the Ministry of Finance.  

About You 

We are seeking an individual who will bring: 

  • Master's and/or PhD in a relevant field (e.g., Public Health, International Development, Social Sciences and Agriculture Science). 
  • Proven experience (at least 5 years) in project management, preferably in the fields of Early Childhood Development, Nutrition and Food Security, or Youth Empowerment. 
  • Strong understanding of global development issues, policies, and best practices related to ECD, Nutrition, and Youth Empowerment. 
  • Excellent communication, interpersonal, and negotiation skills, with the ability to build and maintain effective partnerships with diverse stakeholders. 
  • Demonstrated leadership abilities, including, the ability to motivate and inspire teams, drive innovation, and achieve results in challenging environments. 
  • Proficiency in project management tools and techniques, as well as Microsoft Office suite. 
  • Fluency in English; knowledge of other languages, particularly Portuguese would be an asset.
