Consultant - Five-Year Strategic Plan for the Mother Tongue Based Multilingual Education (EMULI) program

The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program (May 2016 - May 2026) funded by the Government of Australia and implemented by Abt Global. The partnership is dedicated to improving the wellbeing of Timor-Leste’s people and increasing their ability to contribute to the nation’s development. PHD focuses on strengthening government systems to deliver higher-quality primary healthcare and basic education and advance disability inclusion and gender equality. These investments contribute to achieving Timor-Leste’s Strategic Development Plan 2011–2030.. 

PHD requires the services of individuals or institutions to support the Ministry of Education (MoE) to develop a Five-Year Strategic Plan for the Mother Tongue Based Multilingual Education (EMULI) program in Timor-Leste.

Tasks and Deliverables

• conduct a literature review covering existing research reports, policy and legislation relating to mother tongue instruction in Timor-Leste and key effectiveness principles for mother tongue instruction from international literature.
• consult with key education stakeholders in Timor-Leste to elicit views on how MoE might best support mother tongue instruction over the next five years including but not limited to GoTL stakeholders, the Australian Embassy in Timor-Leste, civil society organisations, education sector development partners, international specialist and PHD
• deliver workshops with MoE to present key findings from the literature review and consultations and facilitate discussion on priorities for the Five Year Strategic Plan
• draft Five Year EMULI Strategic Plan including:
  • annual implementation costs for EMULI
  • EMULI staffing structure and roles and responsibilities
  • monitoring, evaluation and learning approach
• seek feedback on Draft Strategic Plan and develop final Strategic Plan
