Australia is working in partnership with Timor-Leste, through the Partnership to Strengthen Village Development and Municipal Administration - known as PARTISIPA - to strengthen policies, systems and skills to improve the delivery of decentralised services and basic infrastructure across the country.

Building on Australia's long-term technical support to the Programa Nasional Dezenvolvimentu Suku (PNDS), we are working to strengthen local institutions, infrastructure, and service delivery at the subnational level (municipal, postu and Suku) with a focus on inclusive governance and community resilience. PARTISIPA integrates support for rural water with a focus on operations and maintenance and roads and road network management.

PARTISIPA mainstreams GEDSI across all components to ensure that government policies, planning and implementation processes continue to increase the visibility, voice, participation and agency of women, people with disabilities and other marginalised groups.

The Role

The objective of this assignment is to design, develop, and launch a lightweight, bilingual (Tetun-English) PARTISIPA website that serves as the program's central information hub. The website must support strategic communications, public diplomacy, promote flagship areas, advocacy campaigns, and long-term knowledge management for PARTISIPA and its partners.

The contractor will translate the approved scope into a functional, accessible, mobile first website that showcases PARTISIPA's impact, supports municipal level visibility, and provides a sustainable and functional platform for stories, documents, and campaign materials.

Key Qualifications

  • Demonstrated experience in video production, including filming and editing high-quality instructional, documentary, development and/or educational videos
  • Proven ability to produce clear, visually engaging, and well-edited video content, including sound recording, lighting, graphic representation on videos, and post-production editing
  • Experience capturing video in field settings, particularly documenting processes, construction activities, or community-based projects
  • Ability to translate technical processes into clear, engaging, and easy-to-follow visual tutorials suitable for diverse audiences
  • Strong ability to work collaboratively with project teams, incorporate feedback, and maintain clear and timely communication throughout the production process
  • Familiarity with producing accessible communication materials and experience working with development programs
  • Demonstrated ability to meet deadlines, respond promptly to feedback, and maintain a high level of professionalism during assignments
  • High level of Tetun language skills and ability to develop accurate English subtitles

  • Portfolio of Previous Work, demonstrating relevant video productions completed by the individual or company applying. The portfolio should include examples that feature graphic elements, animations, or visual representations integrated into the video content
  • At least Two Client References, including contact details for verification
  • Proposed Price, indicating the cost for producing a one-minute tutorial/step-by-step video, including field filming during the construction process and the integration of graphic or visual representations to support the instructional content. Transport and accommodation for field travel, where required, will be provided by the program and therefore should not be included in the proposed per-minute production price
  • Statement of Capacity, outlining the applicant's ability to meet project deadlines and deliver outputs within the required timeframe
