PARTISIPA currently has a vacancy for an experienced Procurement and Contracts Adviser to actively support the foundation and implementation of the Sub-national roads program and provide technical assistance to the Government.
Objectives of Role
- Provide high-level technical and professional advice to the Government of Timor-Leste on strengthening procurement and contract management systems, quality assurance, and human resource capacity.
- Conduct ongoing assessments and develop robust, clear guidance, tools, and plans to enhance procurement and contract management in relevant government and municipal agencies.
Roles and Responsibilities
- Understand the overall sub-national roads operating environment and the various actors in that space, including other development partner programs.
- Lead a procurement and contract assessment of sub-national road programs/projects in Timor-Leste, providing an outline of key strengths, gaps, risks, and opportunities in government contract and procurement management and develop subsequent implementation plans to build on strengths and address weaknesses and gaps.
- Provide technical assistance, including support, guiding, mentoring, and advising MoPW-Directorate Roads Bridges and Flood Control (DRBFC), municipal Public Works (MPW) departments, and possibly State Administration, and other Government of Timor-Leste entities in their to procure & contract sub-national road works

Selection Criteria
Essential Experience and Knowledge
- Degree in business, procurement economics, accounting, public policy, and management or other relevant fields.
- 5-10 years of procurement and contract management experience on development-partner-supported infrastructure projects, preferably roads and in the Indo-Pacific region.
- Demonstrated understanding of the policy and legal frameworks in Timor-Leste in relation to procurement and contract management or demonstrated capacity to quickly gain such understanding.
- Experience in undertaking procurement and/or contract management assessments of governments and private sectors in contexts like Timor-Leste.
- Proven ability to develop and deliver capacity strengthening activities and guide, coach, and mentor in-country counterparts via remote and in-country inputs.
- Ability to be flexible, responsive to requests, motivated, and ability to prioritize in a busy work environment.
- Highly developed oral and written communication skills in English including demonstrated ability to communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
- Demonstrated high-level experience in cross-cultural relationship management with a diverse range of government, legal sector, bilateral, multilateral, and other stakeholders.
Desirable
- Verbal and written communication skills in Tetum, Portuguese or Bahasa Indonesia including demonstrated ability to communicate complex concepts in simple ways.
- Demonstrated high-level experience in cross-cultural relationship management with a diverse range of government and community stakeholders.
