Consultant - GEDSI Competencies Study

About the Assignment

PARTISIPA invites proposals from suitably qualified consultants, consulting firms or multidisciplinary teams to undertake a study examining Gender Equality, Disability and Social Inclusion (GEDSI) competencies, institutional incentives and opportunities to strengthen municipal administration in Timor-Leste.

The study will examine the respective GEDSI roles and responsibilities of municipalities and relevant national institutions, identify current challenges and opportunities, and develop practical recommendations to strengthen municipal systems, capacity and implementation.

Key Responsibilities

The assignment includes:

• Desk review of relevant legislation, policies and literature
• Field research in Dili and approximately 5-6 municipalities
• Stakeholder consultations with government and development partners
• Validation workshop
• Final analytical report and summary products

Qualifications and Experience

We are seeking applicants with:

• Demonstrated expertise in governance, decentralisation and/or GEDSI
• Extensive experience working in Timor-Leste
• Strong research and analytical capability
• Excellent written communication skills
• Capacity to deliver the assignment in English and Tetum (either individually or as a team)

Applications are welcome from individuals, organisations or teams of consultants. Where a team is proposed, at least one member must be Timorese.

For roles requiring travel, particularly to rural or remote areas, candidates must be willing to comply with program health and safety requirements, including participation in safety briefings, adherence to risk mitigation measures, and, where applicable, vaccination requirements (e.g. rabies).

Duration

Approximately 30 consultancy days (to be negotiated)
