About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation.
Primary Responsibilities
- Consultations with the Timor Leste Government, PLMSP, DFAT and other key stakeholders
- Develop a Timor-Leste skills development for labour mobility strategy
- Undertake training needs analysis and develop reports
- Review current training provision relevant to labour mobility preparation
- Provide concept for scalable "model training centre"
- Contribute to supplier selection for Workers and Family Support activities
- Develop draft Timor Leste Skills Development for Labour Mobility Plan
- Review and update Timor Leste Certificate in Labour Mobility program
Required Qualifications
- Minimum 10 years experience in Vocational Education and 5 years in international development
- Diploma or higher in Vocational Education
- Experience in vocational education training programs development
- Understanding of PALM scheme and Australian Government priorities
- Experience working with development initiatives in the Pacific
- Strong understanding of GEDSI and localisation concepts
- High level proficiency in Microsoft suite and Learning Management Systems
