About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Primary Responsibilities

  • Support the SPM to develop annual plans, activities, and respective budgets
  • Actively monitor and support planned activities throughout the implementation cycles
  • Build and facilitate linkages with Scale-Up program stakeholders, training centers, private sector and civil society organisations
  • Mentor LSU team members on Scale-Up program processes, policies, and systems
  • Drive initiatives by the LSU team to increase the supply of high-quality activity implementations
  • Drive improvement to the review, design, and delivery of Scale-Up program processes
  • Identify innovative approaches to promote Scale up program opportunities for women, people with disabilities and those from municipalities
  • Work closely with the SPM and LSU support worker reintegration initiatives
  • Provide quarterly, bi-annual and annual Scale up program Unit reporting
  • Travel locally and internationally, as required

Required Qualifications

  • Tertiary qualifications in international development, project management or relevant discipline
  • 3-5 years' work experience in similar project support or management roles
  • Experience in carrying out large RFQs and EOI for goods and services
  • Strong understanding of training options and partner organisations in Timor-Leste
  • Sound knowledge of the PALM Scheme
  • Excellent English written and oral communications skills
  • Advanced research and analytical skills
  • Financial and commercial acumen
  • Demonstrated relationship management skills
  • Ability to work independently
  • Highly developed organisational skills
