About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

This Opportunity

The English Language Trainer will support the Secretariate of State for Vocational Training and Employment (SEFOPE) in the expansion of Pacific Australia Labour Mobility (PALM) Scheme in the municipalities, the role is to conduct the Work Ready Pool (WRP) English Language training and Testing supports in the municipalities to ensure work ready pool candidates have improved English skills to be employed by the approved employers in Australia.

This is a fixed term opportunity required to December 2026.

Roles and Responsibilities

  • Support SEFOPE municipalities and training centres in respective municipalities to deliver English language training to candidates from the work ready pool in the municipalities.
  • Support training providers to develop curriculum, lesson plans and deliver English language training to the work ready pool candidates based in the municipalities.
  • Locate in one of the municipalities and work with the training centres and stakeholders in the municipalities.
  • Support and supervise PALM related English language testing in the municipalities.
  • Provide regular support in workplans to SEFOPE in the municipalities circular labour mobility of PALM.
  • Provide communication support to SEFOPE municipalities around PALM scheme in the selection, recruitment, mobilisation, and reintegration processes as part of their training in the training centres.
  • Support SEFOPE municipal directors to create labour mobility partners in the municipal levels with line ministry representatives, civil society, and private sector.
  • Must provide monthly, quarterly, six monthly and annual report to the SEFOPE municipal director, English training coordinator, director of vocational training, DNFP and director of Overseas Employment, DNEE at the national levels.

Qualifications and Experience

  • Must have a tertiary qualification in English language; graduated from a national university is preferable.
  • Advanced written and verbal communication skills, including excellent spoken English and Tetum.
  • Has ability to speak multiple local dialects is an advantage.
  • Prior experience of having worked including internship or frequent travel to work in the municipalities is an advantage.
  • A skilled communicator with excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations in the municipalities.
  • High level proficiency in Word, Excel, PowerPoint, and web browsers.
  • Demonstrated commitment to diversity and inclusion around women and people with disability.

Travel Requirement

The role will include travel within and inter municipality for trainers' capacity building, peer to peer learning and others depends on need activities conducted by SEFOPE and its development partners.
