About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
Key Responsibilities
- Support the scale-up manager and Timor Leste MERL Coordinator to identify MERL needs based on DNEE MERL frameworks/plans for the scale-up
- Develop and implement appropriate data collection tools and methods appropriate to scale-up activities
- Through the annual planning process, identify and implement MERL activities that meet the information needs of DNEE, DFAT and other stakeholders in Timor Leste
- Provide support to PLMSP's partners, including training organisations and employers, to monitor and evaluate scale-up activities
- Disseminate lessons related to the scale-up to DFAT and SEFOPE to support high-level decision making
- Produce compelling MERL products for scale-up activities
- Collaborate closely with the DNEE in-country recruitment database coordinator
- Ensure cross-cutting priorities, particularly GEDSI, are mainstreamed in all activities
Qualifications
- Tertiary qualification in international development, sociology, anthropology, political science, statistics or methodology-related field
- Experience in qualitative and/or quantitative M&E, research and/or data analysis
- Excellent organisational and management skills
- Strong communication skills
- Ability to speak in English and Tetum
- Understanding of GEDSI principles and cultural competency
- Experience in facilitating workshops and training activities
- Experience working with government partners
