Project Background
The Pacific Australia Labor Mobility (PALM) Scheme supports workers from Pacific countries and Timor-Leste to work in Australia for 1-4 years in unskilled, low-skilled, and semi-skilled positions. The Pacific Labour Mobility Support Program (PLMSP) facilitates this scheme.
Objective
To improve the English level of PALM candidates from poor/fair to strong or very strong English to work in low and semi-skilled jobs in Australia.
Scope of Work
- Conduct English language competency tests and deliver courses for 600 PALM candidates
- Place candidates according to their English level based on pretesting results
- Design and deliver English language training for more than three months (120-360 hours)
- Conduct assessments to measure learning progress
- Submit assessment reports to SEFOPE-DNEE
- Provide regular updates on attendance, progress, and final assessments
Requirements
- Experience in English assessments and training delivery
- Must be registered training centers or firms in Timor-Leste
- English trainers with 5+ years experience or relevant qualifications
- Ability to recruit native speakers or experienced trainers
- Adequate facilities including classroom settings and WASH facilities
- Possible accommodation provision for distant students
