Project Evaluation Consultant - Women Workers' Rights Program

Background

Union Aid Abroad-APHEDA and the Working Women's Centre Timor-Leste are seeking a consultant to evaluate their project 'Advocacy, Education and Organizing Support for Timor Leste Domestic and Informal Sector Women Workers'.

The project aims to improve working conditions for informal sector and vulnerable women workers in Timor-Leste through activities designed to empower and organize domestic workers.

Key Responsibilities

  • Assess relevance, effectiveness, outcomes and outputs of the project from July 2022 to June 2025
  • Evaluate the changing situation of informal work, labour conditions, and women's rights in Timor-Leste
  • Assess sustainable impacts of creating a democratic worker-led organization
  • Review effectiveness of policies around child protection, counter-terrorism, fraud and sexual exploitation
  • Provide recommendations for future programming and collaboration

Required Qualifications

  • Strong international development project evaluation experience
  • Substantive experience in women's rights and/or worker's rights organizing programs in Timor-Leste or the region
  • Demonstrated experience with evaluation methodologies, including participatory approaches
  • Strong capacities in child rights and child protection
  • Ability to communicate in English and Tetum
  • In-depth understanding of worker's rights in Timor-Leste
  • Knowledge of DFAT/ANCP processes (desirable)

Budget and Location

  • Budget: Up to USD 6,000 including travel and consultations
  • Location: Dili with field visits to municipalities
