Gender Equality, Disability and Social Inclusion Specialist

The purpose of this consultancy is to support Oxfam’s programming with sound gender transformation advice during planning, implementation, and evaluation, and provide technical support to Oxfam’s internal practices of feminist leadership and gender transformation.

  1. Proposed Activities

Programme Support

  • Work closely with the programme managers to provide technical inputs/advice including providing support for implementation of promotion of women’s rights.
  • Provide critical analysis, to ensure alignment of program activities with policy frameworks.
  • Make recommendations in terms of strategies and pathways to integrate GEDSI approaches in other pillars of OiTL (Just Economies and Climate Justice).
  • Support GEDSI integration (principles, minimum standards, deliverables) into program activities and functional units including human resources, grants, operations, and others.
  • Provide training to programme and partner staff members.
  • Work closely with program managers and program development leads to support for business development.
  • Support MEL senior manager in development of GEDSI related indicators across all OiTL projects (including aspects of Do No Harm, inclusion and participation of context-specific vulnerable groups
  • Work closely with program managers to integrate ethical guidelines and GEDSI aspects into the research conducted by Oxfam.
  • Provide GEDSI support in developing campaigns, influencing and communication materials for different audiences.
  • Regular field visits in communities and partners to provide hands-on support in designing and delivering high-quality gender transformative approaches. This includes approaches that promote social norms change, advocate for women’s rights, strengthen women’s leadership and capacity.
  • Maintain engagement with donors, regional and national partners, and relevant government bodies.

Internal Gender Transformation

  • Work closely with Country Director/Programme Director to address Oxfam’s internal gender transformation process. (if necessary, provide discussion, training and feedback)
  • Work closely with Oxfam Australia’s Strategic Lead Gender Justice gender justice advisor in the organizational gender transformation process and to integrate gender transformation into Oxfam’s structure.
  • Collaborate among Oxfam in Timor Leste and other Oxfam offices to bring best practices to OiTL.
  1. Required Competencies

It is expected that the consultant/contractor will have expertise and skills in the following areas:

  • Strong knowledge and experience of gender, disability and social inclusion in development sector
  • At least 5 years of experience in advising the programme on gender, disability and social inclusion
  • Knowledge and understanding of climate justice, economic empowerment and land rights in the context of Timor-Leste
  • Understanding with government structures and able to communicate if necessary
  • Must be a national of Timor – Leste
  • Excellent time management, coordination skills and an ability to work across thematic areas. Demonstrated ability to manage multiple tasks and deliver quality outputs with competing deadlines.
  • Demonstrated organisational and capacity development and training experience using participatory approaches.
  • Experience in supporting and actively participate in developing funding proposals.
  • Reading, writing, and speaking proficiency in English and Tetun.
  • Excellent interpersonal, negotiation and relationship management skills with proven results in working with senior leaders, external stakeholders and officials to achieve outcomes
  • Demonstrated ability to communicate and work with culturally diverse participants.
  • Must be flexible, high team spirit and collaborative working approach.
  1. Expressions of Interest

Oxfam calls for Expressions of Interest (EoIs) from suitably experienced national consultants to carry out the GEDSI specialist in Timor-Leste. The consultant will be working closely with Oxfam staff. EoI needs to include

  • A one-page description of the consultant
  • One page statement of the understanding of the assignment and experience as per the above criteria
  • CV of the consultant who will undertake the assignment
  • Daily Rate of consultant
  1. Deliverables

Key deliverables to be developed in consultation with Oxfam include:

  • Deliver the work according to the work plan provided by Oxfam (the workplan will be provided based before signing the contract prior to agreement with the Consultant)
  • Provide monthly reports to Oxfam based on the activity, challenges, and recommendations
  • Regular meetings with program managers for work planning
  • Work closely with HR manager and Country Director (if necessary)
  1. Oxfam’s responsibilities

Oxfam will provide the following feedback/support throughout the consultancy process:

  • Provide a work plan and timeline for the consultant
  • Provide documents to undertake the review and inputs
  • Feedback on the work of the consultant
  • Regular one to one meeting with the consultant
  1. Others
  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

In response to the invitation, the consultant/agency will have to submit a technical and a financial proposal as per the ‘ToR’. The selection committee will evaluate both the technical and financial proposal according to following evaluation criteria.
