Evaluation Consultant for the Endline Evaluation of the Disaster READY Phase 2

Background

Disaster READY is a climate change adaptation and disaster risk reduction and resilience program, implemented through the Australian Humanitarian Partnership. Through the Disaster READY program, the AHP also has a specific focus on strengthening locally led disaster preparedness and humanitarian response in the Pacific and Timor-Leste. Overall, $100 million is being invested (2017-2027) to support communities, local civil society actors and governments across the region to manage disasters more effectively. This includes ensuring that women, youth, children, people living with disabilities, and other at-risk groups are better prepared for and more resilient to disasters and climate change. The program helps to save lives and alleviate suffering by supporting partner countries, local organizations, and communities to prevent, prepare for, respond to, and recover from disasters and other humanitarian crises. The AHP meets these objectives by focusing efforts on disaster response, disaster preparedness and resilience.

About the Assignment

Disaster READY is a climate change adaptation, disaster risk reduction (DRR), and resilience-building program implemented in partnership with local organizations across Dili, Liquiçá, Ermera, and Oecusse municipalities. The program focuses on strengthening community resilience, locally led disaster preparedness, and inclusive participation of women, youth, people with disabilities, and other vulnerable groups.

Evaluation Purpose

The Endline Evaluation will provide an independent assessment of the program's achievements, challenges, impact, sustainability, and lessons learned. Findings will inform future resilience, disaster risk reduction, localization, and humanitarian programming.

Evaluation Criteria

The evaluation will assess the program against the following key criteria:

• Effectiveness: Extent to which project interventions achieved intended outcomes and contributed to community resilience.
• Participation and Inclusion (GEDSI): Evidence of meaningful participation, influence, leadership, and decision-making by women, people with disabilities, youth, and vulnerable groups.
• Climate Change Adaptation: Effectiveness and sustainability of climate-smart agriculture and water conservation initiatives.
• Community Resilience and Disaster Governance: Functionality of Suco Disaster Management Committees (SDMCs), community awareness, preparedness, and localization efforts.
• Sustainability: Likelihood that project outcomes, community structures, and resilience initiatives will continue beyond project completion.
• Learning and Future Programming: Key lessons and recommendations to strengthen future DRR, resilience, localization, disability inclusion, youth engagement, and women's leadership programming.

August 2026 - October 2026

Key Deliverables and Timeline

• Inception Report (Methodology, Evaluation Framework, data collection tools, Sampling Strategy & Workplan) - 14 August 2026
• Data Collection Debrief & Preliminary Findings Presentation - 11 September 2026
• Draft Evaluation Report (20 pages) - Findings against objectives and evaluation questions; Lessons learned; and Recommendations - 25 September 2026
• Final Evaluation Report - 9 October 2026

Required Qualifications

The consultant/team should demonstrate:

• Minimum 5-10 years' experience designing and leading evaluations of development, humanitarian, DRR, climate adaptation, resilience, or related programs.
• Expertise in evaluation methodologies, including theory-based and utilization-focused evaluation approaches.
• Strong qualitative research skills and experience with undertaking key informant interviews, focus groups, and outcome harvesting
• Experience developing evaluation frameworks and designing data collection tools.
• Experience facilitating participatory evaluations with communities, local organizations, government stakeholders, and vulnerable populations.
• Knowledge of gender equality, disability inclusion, safeguarding, and social inclusion in evaluation practice.

Budget

Up to AUD 18,000 plus travel costs to be approved first.
