Background
Oxfam in Timor-Leste (OiTL) is seeking a consultant to conduct an endline evaluation of the Rai Matak (Green Land) project, a carbon farming and agroforestry initiative implemented from November 2020 to November 2024 in six municipalities of Timor-Leste.
Purpose of the Evaluation
- Assess the impact and effectiveness of the project
- Provide accountability to project participants and funders
- Identify lessons learned for future programming and policy decisions
Scope of Work
- Finalize evaluation questions
- Develop evaluation methodology
- Conduct desk review and primary data collection
- Analyze data and prepare evaluation report
- Facilitate validation workshop
Deliverables
- Detailed study methodology
- Draft and final evaluation reports (max 30 pages)
- Plain-language summary (max 5 pages)
- Workshop materials
- Datasets and analysis frameworks
Required Qualifications
- Experience in conducting high-quality evaluations in the development sector
- Knowledge of carbon farming, agroforestry, and rural development
- Experience in participatory and gender-sensitive methodologies
- Excellent communication skills in Tetum and English
- Experience in Timor-Leste
