Background
Oxfam in Timor-Leste (OiTL) has a long and widely acknowledged track record in humanitarian response and development in Timor-Leste since 1999. The Hakbi'it project (2020-2026) is implemented in Oecusse, Liquisa, Covalima and Atauro municipalities through Oxfam's partnership approach working with five local NGOs. The project aims to create a model of women's economic empowerment intervention that can be replicated, adapted and scaled up in the future.
Objectives
The key objective of the evaluation is to measure the impact of the project on communities and partners throughout the project period. Specifically, the evaluation will:
- Assess progress against set outcomes across different levels
- Assess the project in line with the OECD evaluation criteria
- Document lessons for learning and improvement
- Examine key enabling and constraining factors
- Make recommendations for future direction
Required Knowledge & Experience
- Bachelor's degree in a relevant field (postgraduate qualifications advantageous)
- At least 5 years demonstrated experience in program/project evaluations
- Experience in gender project design, implementation and evaluation
- Knowledge of rural development, livelihoods, Gender and disability inclusion programs
- Excellent English communication skills
- Tetun language ability is a significant advantage
- Previous work experience in Timor-Leste context
