Background
Oxfam in Timor-Leste (OiTL) is seeking a consultant to complete a Project End Evaluation for the Hakbi'it Asaun Kolektivu Ba Igualidade no Inkluzuan iha Timor-Leste (Hakbi'it) project. The project is in its final year and focuses on women's economic empowerment in Oecusse, Liquisa, Covalima and Atauro municipalities.
Objectives
- Assess progress against set outcomes across different levels
- Assess the project using OECD evaluation criteria
- Document lessons for learning and improvement
- Examine key enabling and constraining factors
- Make recommendations for future direction
Required Knowledge & Experience
- Bachelor's degree in relevant field (development studies, social sciences, Gender studies, M&E)
- Team led by evaluation expert with 5+ years experience
- Experience in gender project design, implementation and evaluation
- Knowledge of rural development, livelihoods, Gender and disability inclusion programs
- Excellent English communication skills
- Tetun language skills advantageous
- Previous work experience in Timor-Leste
Budget and Timeline
- Maximum budget: USD 30,000
- Duration: 30-35 days (Nov-Dec 2025)
- Final delivery before January 31, 2026
