Background
The Climate Change Adaptation Project was funded by Oxfam Hong Kong and implemented by Oxfam in Timor-Leste over a one-year period. The project was carried out in Ermera Municipality, specifically in Fatuquero Suco of Railaco Administrative Post. Its primary objective was to enhance and diversify the livelihoods of youth farmers through the promotion of climate-smart agriculture practices.
The project directly supports approximately 20 youth farmer groups by providing essential knowledge on sustainable agriculture, ensuring they are well-equipped with good farming practices. Climate change poses significant challenges to agricultural productivity, especially for smallholder and youth farmers, while Climate-Smart Agriculture (CSA) practices provide sustainable solutions that enhance productivity and strengthen resilience.
Objectives
General Objective: To produce an engaging and informative video that promotes climate-smart agriculture practices among youth farmer groups.
Specific Objectives:
- Document and demonstrate key CSA practices implemented by youth farmers
- Capture success stories and testimonies from youth beneficiaries
- Raise awareness on climate adaptation strategies
- Provide educational material for training and outreach purposes
Scope of Work
Pre-Production:
- Develop a detailed storyboard and script aligned with project objectives
- Identify key interviewees such 4 youth farmers group
- Prepare a filming schedule and logistics plan
Production (Field Work):
- Travel to project sites particularly 4 youth farmers group for conducting filming
- Capture high-quality footage and b-rolls of:
- Climate Smart Agriculture practices such as fertilizer, water efficient irrigation, crop rotation, mulching, integrate pest management (IPM) control, water conservation and slopping agriculture land and technology (SALT)
- Youth farmer activities and demonstrations
- Interviews and testimonials
- Environmental and landscape visuals
- Ensure proper lighting, sound quality, and composition
Post-Production:
- Edit video into a compelling narrative (10-15 minutes or as agreed)
- Include subtitles (Tetum and/or English as required)
- Add video captions when necessary
- Add voice-over narration where necessary
- Add Oxfam and Donor Logos
- Incorporate background music (free copyright), graphics, and captions
- Deliver short clips (1-3 minutes) for social media use
Deliverables
- 1 full documentary-style video (10-15 minutes)
- 2-3 short highlight videos (1-3 minutes each)
- High-resolution final files (MP4 format)
- Raw footage (optional, if required)
- Script and storyboard documents
- Save the videos on 20 USB drives and submit them to Oxfam
Duration and Timeline
The assignment is expected to be completed within one week, distributed as follows:
- Pre-production: 2 days
- Field filming: 3 days
- Editing and post-production: 10 days
- Review and revisions: 5 days

Required Qualifications
- Proven experience in video production (minimum 3-5 years)
- Demonstrated experience in agricultural, environmental, or development-related content
- Strong storytelling and editing skills
- Professional video and audio equipment
- Ability to work in rural settings
Reporting and Coordination
The consultant/team will report to OHK project coordinator and will:
- Coordinate closely with OHK project coordinator for planning and filming
- Submit draft versions for review and feedback
- Incorporate revisions as requested
Budget and Payment
- The budget will cover all production costs, including travel, accommodation, equipment, and editing
- Payment will be made in installments:
- 30% upon contract signing
- 30% after submission of draft video
- 40% upon submission of all deliverables
Ethical Considerations
- Obtain informed consent from all participants
- Ensure respectful representation of communities
- Avoid any misrepresentation of facts or content
- Follow OiTL safeguarding and data protection standards
