Project Background
Oxfam in Timor-Leste is implementing the Land Rights Project (2021 - 2026) funded by the Glider Foundation and KOTUI Women and Land Project (2020 - 2026) supported by New Zealand Ministry of Foreign Affairs and Trade (MFAT). The projects focus on policy advocacy and influencing around land rights issues in Timor-Leste.
The projects have four local partners:
- Rede ba Rai - the land network of Timor-Leste that consists of 22 members
- Jurista Avocasia (JA) - a legal organization supporting victims of land issues
- AcBit - a women's rights organization focusing on the survivor of conflict
- FOKUPERS - a women's rights organization working on the survivor of Gender-Based Violence
Required Experience and Qualifications
- At least 5-years demonstrated experience in designing and conducting baseline, mid-term and endline evaluations
- Demonstrated knowledge and experience in Land rights, gender equality and social inclusion
- Experience in quantitative and qualitative data collection and analysis and participatory research skills
- Experience in Outcome Harvesting Approach
- Excellent oral communication skills and written communications in English
- Experience in conducting evaluations in low- and middle-income countries
- Strong analytical and conceptual skills
- Ability to communicate in Tetum or Bahasa Indonesian is a significant advantage
- Bachelor's degree in a relevant field, postgraduate qualifications advantageous
- Strong interpersonal and facilitation skills
- Previous experience in Asia-Pacific region evaluations
- Expertise in electronic data collection platforms
- Skilled in statistical analysis software
