Background
Oxfam has operated in Timor-Leste since 1999, implementing humanitarian and long-term development programs under its 2021–2025 Country Strategy, which prioritises Gender Justice, Just Economy, and Climate Justice. The Open the Books (OtB) project aims to advance inclusive governance and public accountability by enabling the disability movement to influence national and sub-national budgeting processes.
Scope of Evaluation
The evaluation will be undertaken at national level including targeted municipalities, measuring project performance from June 2021 to July 2026 against objectives, indicators and outputs.
Qualifications
- Bachelor and postgraduate in relevant area such as economics, human rights, social sciences, political science
- Minimum five years' experience in rights-based and governance program evaluations
- Proven expertise in participatory evaluation methodologies
- Experience with disability inclusion, social accountability, or public finance
- Familiarity with Timor-Leste's socio-political context is advantageous
- Proficiency in English and Tetum (or willingness to work with translators)
- Strong analytical and conceptual skills
