Consultant - Development of Influencing Strategy for Rede ba Rai

About the Opportunity

Oxfam in Timor-Leste is seeking a qualified consultant or consulting firm to support Rede ba Rai (RbR) and its 21 member organizations in developing a practical and evidence-based Influencing and Advocacy Strategy, including a review of existing Call for Proposal and Selection Guidelines.

Objectives

The consultant will:

  • Analyze key stakeholders influencing land governance and community land rights in Timor-Leste
  • Conduct a political economy and power analysis
  • Review Rede ba Rai's current strategic and advocacy documents
  • Facilitate consultations with members and key stakeholders
  • Develop a practical influence and advocacy strategy
  • Review and strengthen Call for Proposal and Selection Guidelines
  • Facilitate a validation workshop with Rede ba Rai members

Deliverables

  • Inception Report
  • Stakeholder Mapping and Political Economy Analysis
  • Review Report of Call for Proposal and Selection Guidelines
  • Draft Influencing Strategy
  • Validation Workshop Report
  • Final Influencing Strategy with implementation roadmap

Duration and Budget

  • Duration: 20-25 working days (approximately 1 month)
  • Maximum Budget: USD 2,500

Required Qualifications

The consultant should have:

  • Demonstrated experience developing advocacy influencing strategy
  • Understanding of land governance, land rights and policy process in Timor-Leste
  • Experience facilitating multi-stakeholders' consultation
  • Strong analytical and report-writing skills
  • Experience applying gender and social inclusion approaches in advocacy process
  • Experience working with civil society organizations or networks
  • Ability to conduct participatory consultations
  • Proven experience in facilitating the development of organizational strategic plans, particularly for civil society organizations (CSOs), including advocacy and influencing strategies for development projects, preferably in the areas of governance, human rights, gender equality, or related sectors
  • Strong quantitative and qualitative analytical skills
  • Demonstrated experience in applying Gender Equality, Disability, and Social Inclusion (GEDSI) frameworks to data analysis and reporting
  • Familiarity with civil society strengthening, Organisational capacity assessment (e.g., PCA), and advocacy work are a strong advantage
