About the Assignment
Oxfam in Timor-Leste is seeking an experienced consultant or consulting firm to conduct a Baseline Assessment for the EU-funded project "Strengthening Civil Society for Good Governance in Timor-Leste". The assessment will establish baseline values for project indicators, assess organisational capacity, and integrate Gender Equality, Disability and Social Inclusion (GEDSI) perspectives.
Key Responsibilities
- Establish baseline values for project outcomes and indicators.
- Review existing assessments and project documentation.
- Conduct CSO surveys and focus group discussions.
- Facilitate a stakeholder validation workshop.
- Produce inception, draft, and final baseline reports.
Required Qualifications
- Minimum 5 years of experience in baseline, mid-term, or endline evaluations.
- Experience with survey design, qualitative research, and data analysis.
- Strong GEDSI knowledge and application.
- Strong analytical and conceptual skills, with proficiency in statistical analysis software and qualitative data analysis tools.
- Strong interpersonal and facilitation skills, with experience engaging a range of stakeholders including CSOs, community members, and government representatives.
- Excellent report writing and communication skills in English.
- Bachelor's degree in a relevant field (postgraduate qualification desirable).
