Project Background
The Government of Timor-Leste, through its National Directorate for Biodiversity under the State Secretary for Environment, is implementing a medium-size project funded by the Global Environment Facility (GEF). The project is titled: Establishing the National Framework and Operational Capacity for Implementing the Nagoya Protocol in Timor-Leste.
Objectives of the Assignment
The Outreach and Capacity Building expert will lead the process of building awareness and capacity of stakeholders to support and handle project communication functions. The expert will work closely with project proponents to outreach key stakeholders and perform a full cycle of capacity building process, with the outcome to increase level of awareness and understanding of the provisions, opportunities, and requirements under the Nagoya Protocol, including on traditional knowledge.
Key Responsibilities
- Conduct systemic surveys and hold consultation workshops to identify stakeholder needs
- Develop an outreach and institutional development plan
- Lead the implementation of outreach and awareness activities
- Implement training activities for various stakeholders
- Prepare and translate training and awareness materials into Tetum
- Support the development of sustainable capacity building measures
- Handle project knowledge management and manage the ABS Timor-Leste project website
- Conduct outreach sessions with various stakeholders, including parliamentarians and local communities
- Produce communication materials and facilitate media engagement
Qualifications
- Master's degree in communication, sociology, sustainable development studies, natural sciences, or related fields
- At least four years of working experience in sustainable development or conservation projects
- Experience in outreach, capacity building, or communication
- Familiarity with Access and Benefit-Sharing of genetic resources and traditional knowledge
- Experience working with rural communities and government officials
- Excellent English writing and presentation skills
- Knowledge of Portuguese, Tetum, and/or Bahasa is advantageous
