Summary
MSI Asia Pacific (MSIAP) and MSI Timor-Leste (MSITL) are seeking a consultant to conduct an endline evaluation of the Supporting Government-Ownership of Quality, Equitable Sexual and Reproductive Health Services in Timor-Leste (SUPPORT) Program. The Consultant will be required to analyse and review program results and undertake in-depth interviews with stakeholders in multiple locations in Timor-Leste.
Qualifications
- Postgraduate degree in relevant area e.g. public health, research methodologies
Experience
- Minimum 5-7 years of relevant work experience conducting evaluations (essential)
- Demonstrated skills and experience in qualitative and quantitative research methodologies and analysis, including conducting in-depth interviews (essential)
- Knowledge of family planning, sexual and reproductive health or maternal and child health programs and services (essential)
- Experience working in Pacific Asia, ideally Timor-Leste (essential)
- Experience evaluating projects with a focus on health systems strengthening (essential)
- Previous experience of preparing stories of significant change (desirable)
- Quantitative analysis of large data sets (desirable)
Skills
- Excellent oral and written communication in English
- Working knowledge of Tetum (desirable)
- Organisational skills to prioritise and manage workload
- Ability to work effectively under pressure and meet deadlines
- Excellent skills in MS Word, Excel, Outlook, Copilot and Teams

35-40 consultancy days between August 2025 and October 31, 2025
