Social Protection Technical Officer

Description of Duties

  1. Manage and coordinate the effective implementation of the project through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities in Timor-Leste, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programmes, and administrative and financial procedures.

2. Prepare technical inputs for country analyses, reports and publications related to the project.

3. Exchange information required for project implementation and evaluation with relevant units within the ILO, field offices, administrative services, donor agencies, and other UN implementing entities.

4. Provide technical and policy advisory support to ILO constituents, particularly to the Ministry of Social Solidarity and Inclusion and the National Institute of Social Security of Timor-Leste.

5. Manage, organize and participate in training, seminars and workshops. Prepare reports, training materials presentations; act as a resource person as required.

6. Manage and monitor the project’s implementation in Timor-Leste and propose corrective measures when necessary. Provide progress reports to project beneficiaries and donors. Maintain communication with donor representatives and undertake visits to donor organisations as required. Coordinate with other UN agencies involved in project implementing.

  1. In close collaboration with CO-Jakarta team and Social Protection specialist in the region, maintain close liaison with governments, workers' and employers' organizations, UN organizations non-governmental organizations on matters related to the project.

8. Coordinate closely with other relevant ILO projects and activities in the region, ILO units and external stakeholders as appropriate to obtain technical inputs and share project approaches and lessons learned.

9. Coordinate UNs support to the Government and social partners in regard to Social Protection across the different lines of intervention.

10. Promote ILO policies, especially social protection policies and fundamental rights at work and the relevant International Labour Standards in the framework of the project. Coordinate effectively with national policies and strategies of other relevant projects and agencies.

11. Participate in missions in line with the project implementation plan.

12. Undertake any other duties as required to support project objectives.

Required qualifications

Education

Advanced university degree in economics, social policy, social sciences, or international development.

Experience

At least five years of professional experience in managing and implementing development cooperation programmes. Knowledge and experience in social protection is desirable. Knowledge and experience in project capacity building is an added advantage. Alternatively, or in addition, experience with knowledge sharing, awareness raising and/or design, management monitoring and evaluation of public programmes in relevant technical areas can be considered.

Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

Familiarity with UN policies and procedures as well as experience working with officials of the Ministry of Social Solidarity and Inclusion, and the National Institute of Social Protection in Timor-Leste is advantageous.

Languages

Excellent command of English (spoken and written) is required. Proficiency in Portuguese and Tetum (spoken and written) is an advantage.

Competencies

  • Ability to provide relevant and effective technical advice in the technical area and related topics;
  • Experience with knowledge sharing, awareness raising.
  • Demonstrated experience design and/or management and/or monitoring and evaluation of public programmes in relevant technical areas.
  • Proficiency in designing, managing, and executing assignments in compliance with instructions and guidelines
  • Capability to analyse complex cross-national practices and datasets covering a wide range of issues in the specialized technical field
  • Ability to prepare reports and publications of high quality, technically sound with conclusions that lead to actionable plans and programme development, and ability to manage project implementation

  • Competence in  preparing speeches, press releases, discussion papers, reports; ability to conceptualise and draft technically sound terms of reference (for external collaborators and events), reports and publications with conclusions leading to an action plan and programme development;
  • Experience in  leading and participating effectively in technical missions and interdisciplinary teams;
  • Capacity to provide first-line technical advice in the area of specialisation.
  • Capability to coordinate and oversee the work of external collaborators, national officers and general service staff;
  • Experience in  providing inputs for national, regional and global projects, including conducting  research, project formulation and implementation;
  • Proficient computer skills;
  • Demonstrated ability to work effectively in a multicultural environment and gender-sensitive behaviour and attitudes.
