2. Prepare technical inputs for country analyses, reports and publications related to the project.
3. Exchange information required for project implementation and evaluation with relevant units within the ILO, field offices, administrative services, donor agencies, and other UN implementing entities.
4. Provide technical and policy advisory support to ILO constituents, particularly to the Ministry of Social Solidarity and Inclusion and the National Institute of Social Security of Timor-Leste.
5. Manage, organize and participate in training, seminars and workshops. Prepare reports, training materials presentations; act as a resource person as required.
6. Manage and monitor the project’s implementation in Timor-Leste and propose corrective measures when necessary. Provide progress reports to project beneficiaries and donors. Maintain communication with donor representatives and undertake visits to donor organisations as required. Coordinate with other UN agencies involved in project implementing.
8. Coordinate closely with other relevant ILO projects and activities in the region, ILO units and external stakeholders as appropriate to obtain technical inputs and share project approaches and lessons learned.
9. Coordinate UNs support to the Government and social partners in regard to Social Protection across the different lines of intervention.
10. Promote ILO policies, especially social protection policies and fundamental rights at work and the relevant International Labour Standards in the framework of the project. Coordinate effectively with national policies and strategies of other relevant projects and agencies.
11. Participate in missions in line with the project implementation plan.
12. Undertake any other duties as required to support project objectives.
Advanced university degree in economics, social policy, social sciences, or international development.
At least five years of professional experience in managing and implementing development cooperation programmes. Knowledge and experience in social protection is desirable. Knowledge and experience in project capacity building is an added advantage. Alternatively, or in addition, experience with knowledge sharing, awareness raising and/or design, management monitoring and evaluation of public programmes in relevant technical areas can be considered.
Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.
Familiarity with UN policies and procedures as well as experience working with officials of the Ministry of Social Solidarity and Inclusion, and the National Institute of Social Protection in Timor-Leste is advantageous.
Excellent command of English (spoken and written) is required. Proficiency in Portuguese and Tetum (spoken and written) is an advantage.
