Strategic Planning Consultant (2026-2031 Strategy Development)

Background

Asosiasaun Hamutuk Nasaun Saudável (HAMNASA) is a leading national NGO in Timor-Leste dedicated to strengthening public health systems and fostering social equity. Following a transformative year in 2025—marked by the successful navigation of significant funding transitions and the appointment of new executive leadership, HAMNASA has emerged as a resilient, locally-led organization.

With the 2021-2024 Strategic Plan concluded, HAMNASA requires a consultant to facilitate the development of a new 2026-2031 Strategic Plan. This plan must reflect the organization's current identity as a direct recipient of international funding and its ongoing work in health system strengthening community mobilization and expanded focus on Gender-Based Violence (GBV) prevention and response, and Tuberculosis (TB).

The Assignment

The consultant will facilitate a participatory process to define HAMNASA's trajectory for the next five years. The specific objectives are:

  • Organizational Maturity & Performance Review: Conduct a analysis of HAMNASA's current standing across five core areas: Governance & Leadership, Goals & Planning, People Management, Financial Management, and External Relations.
  • Vision and Mission Refinement: Facilitate sessions to confirm or adapt Vision and Mission based on staff recommendations over the past year (e.g., transitioning to a more inclusive vision).
  • Identity & Sustainability Strategy: Address staff concerns regarding "donor-driven identity" by developing a strategy that strengthens HAMNASA's unique national brand and ensures long-term financial diversification.
  • Strategic Pillar Development: Define technical and operational objectives for 2026-2031, explore specific technical areas for expansion and deepening of experience (e.g. health research, disease surveillance)

Deliverables and Timelines

  • Phase 1: Preparation (7 Days / April-May 2026)
    • Review of 2024/2025 progress reports, audit findings, and the October 2024 Strategic Retreat Outputs.
    • Consultations with the Board of Directors and Senior Management Team (SMT).
    • Development of detailed methodology and workshop agendas.
  • Phase 2: Consultation & Facilitation (7 Days / May-June 2026)
    • Facilitate a 3-day all-staff strategic workshop to validate priorities, including and staff well-being.
    • Conduct interviews with key partners (MoH, MSSI, SEI, select NGO partners and donors like DFAT, TAF, UNFPA).
  • Phase 3: Write-up & Finalization (4 Days / July 2026)
    • Final 2025-2030 Strategic Plan Document: A comprehensive document (English and Tetum) detailing the mission, vision, technical pillars, and a high-level 5-year budget forecast.
    • Monitoring & Evaluation Framework: A clear set of impact indicators for the new 5-year cycle.

Skills and Experience Required

  • Extensive experience in high-level strategic planning for NGOs, specifically in the Timor-Leste health or social sector.
  • Proven ability to facilitate complex discussions in Tetum and English
  • Strong understanding of "local-led development" contexts and the transition from international to national organizational structures.
  • Experience in Gender-Transformative and Inclusive programming (GEDSI) is highly preferred.
  • Advanced synthesis skills with the ability to translate technical health data into clear strategic objectives.
