Background
The Government of Timor-Leste (GoTL) formed an Education Partnership Compact in 2023 to improve inclusive and equitable access and participation in quality education. The project involves managing System Transformation Grant and Multiplier Grant from Global Partnership for Education, with a total value of 10 million US Dollars.
Position Details
- Location: Dili, Timor-Leste
- Duration: One year, with possible extension

Core Responsibilities
- Project planning, budgeting and management
- Provide oversight and supervision of project activities
- Build strategic partnerships and lead coordination with key stakeholders
- Ensure compliance with GPE and UNICEF procedures
- Manage monitoring and evaluation systems
- Compile and finalize all required reports
- Ensure adequate information flow among stakeholders
- Support preparation for project implementation support missions
Required Qualifications
- Masters Degree in economics, education, management, business, or relevant social science field
- 10+ years experience in planning, project management, and/or M&E
- Proficient in English, with Tetum/Portuguese proficiency
- Strong interpersonal, communication and negotiation skills
- Strong analytical skills and ability to work under pressure
- Previous experience with GPE projects preferred
