Project Support Officer (Anticipatory Action & Disaster Risk Management

Reporting Lines

The incumbent will be under the overall supervision of the FAO Representative (FAOR) for Indonesia and Timor-Leste and the day-to-day supervision of the project Team Leader in close collaboration with the FAOTL project team, Operations Unit as well as with government counterparts at national and municipal level and other implementing partners and stakeholders.

Technical Focus

The technical focus will be enhancing disaster management capacity for the agriculture sector with earlier action to mitigate and prevent disaster impacts. The consultant is responsible to support project activities implementation including routine administrative/finance/procurement work of the project and provide other relevant support functions contributing to the smooth and efficient running of the project. The incumbent’s key results have an impact on the efficiency & effectively of the project. Accurate data entry, presentation of information strengthens the capacity of the project; client-oriented approach enhances project capability in administrative and procurement related management.

Key Results

  • Contribute to the preparation of the project annual work plan and identification of partners and service providers.
  • Contribute to project outputs such as reports, training curriculum, project plans and meetings or events.
  • Contribute to the preparation of the Terms of Reference (TOR), letter of agreement (LOA), contracts, ect. for the implementation of the activities.
  • Contribute to timely and quality reporting on the project implementation to UNEP and within FAO;
  • Contribute to the further development of FAO resilience program in Timor-Leste.
  • Perform other tasks assigned by the FAOR and the International Agro-Climate Service Specialist/Project Team Leader and the International DRM and AA experts.

Tasks and responsibilities

The incumbent will be primarily responsible for the successful implementation of the projects by undertaking the following tasks and duties:

  • Support the planning and delivery of community consultations as part of the Anticipatory Action Protocols (AAP).
  • Support the design and implementation of the simulation exercises in the target municipalities as part of the AAPs.
  • Spearhead the cash transfer work of the project, which includes the cash transfers to be provided as part of the AAPs. Develop concept notes outlining the steps to be taken for any cash-related interventions including simulation exercise and planned activation. Draft, in close collaboration with operations and other relevant colleagues, long-term agreements with cash distribution service providers.
  • Provide guidance to field-based colleagues on cash programming, disaster risk financing, and social protection matters, as appropriate.
  • Undertake field missions to project sites to support project implementation. Conduct consultations at provincial, district and/or community level to identify potential anticipatory actions for AAP development.
  • Contribute to composition of project related documents, including concept notes, communication pieces, presentations and updates.
  • Support the AA and DRM expert(s) with the development of training materials, and where appropriate, the delivery of trainings.
  • Support organization and delivery of workshops for local contextualization of early warnings and AA.
  • Liaise with government counterparts, implementing partners, and relevant stakeholders to ensure strong partnership and synergies at the central level. In particular, alongside other colleagues, support the design of anticipatory action protocols in collaboration with the MALFF DRM taskforce.
  • Compose and provide inputs on official letters to be submitted to the Government of Timor-Leste on project related activities and matters.
  • Support MEAL colleagues in the post distribution monitoring for AA.
  • Facilitate field missions for regional and HQ colleagues, and monitoring missions by the project donor.
  • Translate Tetun/English as required for meetings, preparation of official letters and other events and documents as required.
  • Organize and administer other tasks as requested by supervisor.

Minimum Requirements   

  • University degree/technical diploma/high school diploma
  • 3 (three) years of relevant experience in project management, administrative, procurement, logistic and relevant support work
  • Working knowledge (Level C) of English as FAO official language used for communication within the country.
  • IT Skills: Good knowledge of the MS Office applications, Internet and office technology equipment.
  • Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
