Role Summary:
EWB is seeking a highly skilled and experienced engineering professional to oversee the technical direction, development, and implementation of water project initiatives and other engineering projects. The Engineering Lead Timor-Leste will be responsible for providing engineering leadership, ensuring that technical specifications are met, and guiding the project to successful completion.
The Engineering Lead Timor-Leste will also be responsible for some non-technical aspects of the projects, including coordination with key stakeholders, providing capacity building support and budget management. This role requires a hands-on leader with a strong expertise in water system design and implementation, water resource management or related fields, and project management skills, as well as being capable of mentoring local engineers and liaising with stakeholders to deliver high-quality solutions.
Key Accountabilities:
Technical Leadership and Project Management
- Lead project scoping, planning, design, and implementation of EWB's water projects and other engineering projects.
- Lead the technical aspects of the project, including feasibility studies, design reviews, technical specifications, and quality control.
- Lead the development and maintenance of detailed project plans, including schedules, technical deliverables, and resource allocation.
- Lead the monitoring of project progress, troubleshoot technical challenges, and implement solutions to maintain project timelines and objectives.
- Lead the design, testing, prototyping and piloting of technologies, liaising closely with key community groups.
- Lead project compliance with local regulations, international standards, and environmental policies of all technical aspects.
- Support project's budget planning, tracking and reporting.
Program Management Support
- Contribute to the strategic development of the country program with local leadership and knowledge to promote quality, appropriateness and sustainability in Timor-Leste's engineering sector.
- Support the implementation of risk management, crosscutting principles and ensure project and partners compliance.
- Advocate for EWB's Engineering Program and work with EWB's Partnership Coordinator to identify potential partner organisations and initiatives for collaboration.
- Support monitoring and reporting of program activities.
- Contribute to the development of project's Monitoring, Evaluation and Learning (MEL) plan, learning, sharing and communication.
Stakeholder engagement and management
- Working with EWB's Partnership Coordinator and Country Manager to manage strategic and operational relationships with key partners and networks to support Engineering Program implementation.
- Lead and facilitate community engagement and consultation processes to identify community priorities and aspirations for engineering project scoping and planning.
Team Leadership
- Build linkages with other EWB country programs for learning and sharing on program good practices, planning and design processes.
- Facilitate learning, ideas, feedback and good practices with the EWB's Timor-Leste team, including supporting monthly and quarterly meetings.
Selection Criteria
Qualifications:
- Bachelor's degree in an engineering or other Science, Technology, Engineering and Mathematics (STEM) -related field with significant experience in engineering, WASH, agriculture or another technical-field. Candidates with other technical qualifications and sufficient relevant experience may be considered.
Professional and Working Experiences:
- At least 5 years' in project management and technical design and implementation experience in related technical fields (water, sanitation, wastewater, energy, agriculture, product development).
- Demonstrated experience working with a diverse team in a collaborative and supportive manner.
- Demonstrated experience to work collaboratively across government, private and not-for-profit sectors.
Knowledge and Skills
- Excellent understanding of the community development sector in Timor-Leste.
- Excellent understanding of the water sector in Timor-Leste.
- Developed skills in program design and management including planning, scheduling, budgeting.
- Proficiency in Hydraulic Modelling Software, Computer-Aided Design, and GIS tools and software is an asset.
- Highly proficient in English language (written and verbal), fluent in Tetum language.
- Ability to transfer skills and knowledge to others, using a strengths-based and capacity building approach.
- Excellent interpersonal skills: being proactive, able to give and receive feedback, team-worker.
- Strong organisation, time management and prioritisation skills.
- Computer literate with proficiency in Microsoft Office and online document management software, engineering software skills desirable.
- Excellent written and verbal communication skills, including the ability to articulate vision, ideas and concepts clearly and concisely to a range of stakeholders.
