Background
Cruz Vermelha de Timor-Leste (CVTL) is committed to enhancing its emergency and disaster response for national/branches (municipalities) by strengthening its Disaster Risk Management (DRM), Anticipatory Action (AA), and Emergency Response protocols. An effective emergency response protocol and disaster risk management (DRM) are essential for informed decision-making, timely response, and accountability in disaster management.
Scope of Work
- Conduct a desk review of emergency response standard operating procedures (SOP)
- Present a summary report on scope of the assignment
- Identify key emergency response actors in national/branches levels
- Hold rapid consultation with internal and external key stakeholders
- Organize field visits to CVTL's Branches in 13 municipalities
- Ensure emergency SOPs are community engaged and gender-responsive
- Organize consultation and validation workshops
- Present and submit final report
Deliverables
- Review of the existing CVTL's National SOP
- Inception Report
- Draft Standard Operating Procedures (SOP)
- Final SOP
Timeline
45 days duration, from May 1, 2025 to June 15, 2025
Qualifications
- Proven experience in developing SOPs
- Strong understanding of disaster risk management
- Expertise in stakeholder engagement
- Excellent writing and analytical skills
- University degree (minimum bachelor's degree)
