WASH Project Officer - Liquica

The WASH Project Officer will play a pivotal role in planning, implementing, and monitoring WASH projects within ChildFund Timor Leste. He/she will work closely with the DRM Project coordinator and other team members to ensure the successful delivery of high-quality WASH services to communities in need. This position requires strong technical expertise in WASH, project management skills, coordination skill and the ability to work effectively in a team and with community stakeholders.

KEY DUTIES

  1. Project Planning and Design:
    • Participate in needs assessments and feasibility studies to inform project design.
    • Collaborate with the DRM project coordinator to develop detailed project plans and timelines.
  1. Project Implementation:
    • Oversee the execution of WASH projects, ensuring adherence to approved plans and timelines.
    • Coordinate with Ministry of Health, Local authority to ensure the smooth implementation of WASH activities.
    • Ensure that projects meet technical standards and comply with relevant guidelines and regulations.
  1. Monitoring and Evaluation:
    • Establish and implement robust monitoring and evaluation systems for WASH projects.
    • Collect and analyse project data to track progress and identify areas for improvements.
    • Prepare regular reports on project achievements and challenges.
  1. Capacity Building:
    • Provide technical guidance and training to the community members.
    • Support the development of WASH-related training materials and resources.
    • Build the capacity of local authority in WASH practices.
    • Community Engagement:
    • Facilitate community consultations and engagement in project planning and decision-making.
    • Promote community ownership of WASH facilities and practices.
    • Address community concerns and feedback in a timely and respectful manner.
  1. Budget and Resource Management:
    • Assist in budget development and management for WASH projects.
    • Monitor project expenditures and ensure efficient use of resources.
    • Collaborate with the finance team to ensure financial accountability.
  1. Coordination and Reporting:
    • Coordinate with relevant government authorities, NGOs, on WASH activities.
    • Prepare and submit timely and accurate project reports to the WASH Project coordinator.

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s or master’s degree in environmental engineering, Civil Engineering, Public Health, or a related field
  • Minimum of 5 years of relevant experience in WASH project management, preferably in humanitarian or development contexts
  • Strong technical knowledge of WASH principles, technologies, and best practices.
  • Excellent organization and interpersonal skills;
  • Experience in conducting needs assessments, capacity building, feasibility studies, and data analysis.
  • Proficiency in project management tools and software.
  • Excellent communication, teamwork, and interpersonal skills.
  • Ability to work in challenging and diverse cultural environments.
  • Excellent communication, negotiation, and stake holder management skills.
  • Fluent in English and local language (Fataluku) both written and spoken.
