Assessment Consultant - Transforming Rural Lives Through Adaptation and Carbon Capture (TRACC) Project

Background

The Transforming Rural lives through Adaptation and Carbon Capture (TRACC) project is managed and implemented by a partnership consortium comprised of Caritas Australia (lead agency), Catholic Relief Services (CRS) (international implementing agency), Caritas Baucau (local implementing agency), and Aboriginal Carbon Foundation (technical advisory lead agency). The project is funded by the Australian Government's Department of Foreign Affairs and Trade (DFAT), through the WWF-Australia-managed Climate Resilient by Nature (CRxN) program.

The purpose of this assessment is to provide evidence-based learnings to the TRACC Program management team to inform decision-making around potential project replication and scalability. The assessment intends to generate evidence-based insights on the effectiveness, efficiency and relevance of the program model and strategies, and how these may be scaled and/or modified for potential project replication and/or expansion across the Asia Pacific region.

Objectives

  • To evaluate the effectiveness, and efficiency of the project model and approach, and to formulate recommendations to inform improved programming.
  • To assess the relevance of the project model with respect to the wider Asia Pacific region, with a focus on nature-based solutions in voluntary carbon markets contexts, and to formulate recommendations on potential replication and/or scalability across the region.

  • A cover letter briefly outlining relevant experience for this assessment
  • A resume or curriculum vitae (CV) of the principal consultant and any members of the assessment team (if applicable), including two references per CV
  • An example of a relevant written piece (evaluation, assessment, report, review) developed by the consultant
  • A proposal outlining:
    • The proposed methodology for the consultancy
    • Proposed budget - including daily rate and all costs in relation to travel, meals, accommodation and other expenses related to the consultancy
    • Availability to undertake the consultancy in the specified timeframe
